CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m. on April 9, 2026, in the second-floor
Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members, Leyendecker, Resnick, Roussell, Sprank, Staver,
Wethal; City Manager Van Milligen.
Mayor Cavanagh read the call and stated this is a special session of the City Council called for the
purpose of receiving presentations on certain Fiscal Year 2027 Department Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2027 departmental budgets and responded to City Council questions
following each presentation. Presentations were given by representatives from the following
departments:
1. Housing and Community Development Fiscal Year 2027 Budget Presentation: Housing and
Community Development Director Maddy Haverland, Assistant Housing and Community Development
Director Mike Belmont, Deputy Code Official Ben Pothoff, Assisted Housing Supervisor Gina Hodgson,
Community Development Specialist Mary Bridget Corken Deutsch.
2. Planning Fiscal Year 2027 Budget Presentation: Planning Services Director Wally Wernimont.
3. Economic Development Fiscal Year 2027 Budget Presentation: Economic Development Director
Jill Connors, and Arts and Cultural Affairs Manager Bonnie Spurling. President and CEO of Greater
Dubuque Development Corporation Jason White, Director of the Fountain of Youth Caprice Jones, and
Dubuque Dream Center Director Robert Kimble provided public input regarding this budget. Many
members of the Dream Center and Foundation of Youth were present to show their support.
4. Purchase of Services Fiscal Year 2027 Budget Presentation: Assistant City Manager Cori Burbach.
President and CEO of Greater Dubuque Development Corporation Jason White answered questions
from City Council.
5. Transportation Services Fiscal Year 2027 Budget Presentation: Director of Transportation
Services Ryan Knuckey. At the request of City Council, Greg Orwoll provided a summary of DuRide, a
local non-profit service that provides transportation options for seniors.

There being no further business, Mayor Cavanagh declared the meeting adjourned at 1 0:29 p.m.
