CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m. on April 16, 2025, in the second-floor
Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members, Leyendecker, Resnick, Roussell, Sprank, Staver,
Wethal; City Manager Van Milligen.
Mayor Cavanagh read the call and stated this is a special session of the City Council called for the
purpose of receiving presentations on certain Fiscal Year 2027 Department Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2027 departmental budgets and responded to City Council questions
following each presentation. Presentations were given by representatives from the following
departments:
1. City Manager's Office Fiscal Year 2027 Budget Presentation: Director of Strategic Partnership
Anderson Sainci, Assistant City Manager Cori Burbach and Director of Sustainability Gina Bell.
Residents Clark Schloz, Gary Linden, Leonard Dress, and Rob McDonald (virtually) provided public
input on this department’s budget.
2. City Council Fiscal Year 2027 Budget Presentation: City Manager Mike Van Milligen.
3. City Clerk's Office Fiscal Year 2027 Budget Presentation: Assistant City Clerk Trish Gleason
provided a prerecorded presentation and was on the GoToMeeting to answer questions . Resident
Leonard Dress provided public input on this department’s budget .
4. City Attorney's Office Fiscal Year 2027 Budget Presentation: City Attorney Crenna Brumwell.
Resident Clark Schloz provided public input on this department’s budget.
ACTION
1. Civil Service Commission – Certified List for Chief of Police: Motion by Sprank to receive and file
and make a matter of record. Seconded by Wethal. Motion carried 7-0.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the meeting adjourned at 9:08 p.m.
