Chief of Police Jeremy Jensen is recommending City Council approval to receive FFY
2027 lowa Department of Public Safety, Governor's Traffic Safety Bureau Grant funds
of$17,000.
The Dubuque Police Department has been selected to receive traffic safety funds for
one year, with no match. The grant funding period is 10/1/26 through 9/30/27. Total
amount for this grant is $17,000 and covers overtime, training travel and equipment.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The purpose of this memorandum is to request City Council consideration for the
approval to receive FFY 2027 lowa Department of Public Safety, Governor's Traffic
Safety Bureau Grant funds.
BACKGROUND:
Each state is required to have a highway safety program directed by guidelines of the
National Highway Traffic Safety Administration (NHTSA). The lowa Governor's Traffic
Safety Bureau (GTSB) is a subdivision of the lowa Department of Public Safety and
fulfills this requirement. The GTSB administers the State of lowa's allocation of federal
highway safety funds. The mission of the GTSB is to identify traffic safety issues and,
through partnerships with city, county, state, and local organizations, develop and
implement strategies to reduce deaths and injuries on lowa's roadways using federally
funded grants to improve traffic safety in the State of lowa.
DISCUSSION:
Each year, the Dubuque Police Department participates with the lowa Department of
Public Safety, Governor's Traffic Safety Bureau (GTSB) to obtain funds used to support
traffic enforcement. The department completed an application earlier this year, outlining
their intentions if funding were awarded to the Dubuque Police Department.
We have been notified that the Dubuque Police Department has been selected to
receive traffic safety funds for one year, with no match. The grant funding period is
10/1/26 through 9/30/27. Total amount for this grant is $17,000 and covers overtime,
training travel and equipment.

RECOMMENDATION:
The Dubuque Police Department will receive funding in support of traffic enforcement
activities and education in the amount of$17,000. The signed award is attached. I am
recommending the City Council accept the award and agreement.
ACTION REQUESTED:
City Council acceptance of$17,000 as a recipient of a Department of Public Safety,
lowa Governor's Traffic Safety Bureau grant fund.

Dear Chief Jensen:
Congratulations! The Governor's Traffic Safety Bureau is pleased to announce your application for a
federal highway safety grant has been selected to receive funding for FFY 2027. A project agreement
between our bureau and your agency will be effective October 1, 2026, through September 30, 2027.
Pending the National Highway Traffic Safety Administration's approval of GTSB's Highway Safety Plan,
your agency will receive funding as follows:
Total Contract Amount $17,000.00
Overtime for General Enforcement $6,000.00 Moving Radar $2,000.00
Overtime for Impaired Enforcement $4,000.00 PBT $4,000.00
Training Related Travel $1,000.00
Please ensure the allocated funds are not utilized until on or after October 1, 2026. Failure to adhere to
this requirement may result in non-reimbursement for expenditures made prior to this date.
Additionally, to receive grant reimbursements, your organization must be enrolled in the State of lowa's
Electronic Funds Transfer (EFT) system. If your agency is not currently set up for direct deposit, please
download and complete the Vendor Direct Deposit Authorization Form found on the lowa
Department of Administrative Services (DAS) website at das.iowa.gov. Submit the completed form
and mail a voided check to the address listed on the document as soon as possible to ensure timely
payment.
