Van Milligen, City Manager SUBJECT: Rescind Asbury, Carter & Chaney Traffic Signal Improvement Project Project No. 5524000046 DATE: May 13, 2026 City Engineer Gus Psihoyos is recommending City Council adopt the resolution rescinding Resolution No. 135-26 thereby canceling the current public bidding process for the Asbury, Carter & Chaney Traffic Signal Improvement Project. The public bidding process for this project was approved and initiated on April 18, 2026, City Council meeting. A public hearing was held on May 4, 2026, and bids were scheduled to be opened by the City Clerk and presented to the City Council for action on May 18, 2026. No bids were received. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Rescind Asbury, Carter & Chaney Traffic Signal Improvement Project Project No. 5524000046 DATE: May 11, 2026 INTRODUCTION This memorandum requests the City Council rescind Resolution No. 135-26 thereby canceling the current public bidding process for the Asbury, Carter & Chaney Traffic Signal Improvement Project. BACKGROUND The public bidding process for this project was approved and initiated on April 18, 2026, City Council meeting. A public hearing was held on May 4, 2026, and bids were scheduled to be opened by the City Clerk and presented to the City Council for action on May 18, 2026. No bids were received. DISCUSSION Contractors shared that the lack of bids was primarily due to the project's completion date and the number of other projects scheduled for bid on the same day. Staff recommend bidding on the project with a later completion date to provide additional flexibility for contractors. RECOMMENDATION I recommend that the City Council approve the attached resolution to rescind Resolution No. 135-26 thereby canceling the current bidding process for the Asbury, Carter & Chaney Traffic Signal Improvement Project. ACTION TO BE TAKEN I respectfully request that the City Council adopt the attached resolution rescinding the current bidding process for the project. Prepared by Kerry Bradley, Engineering Administrator cc: Bob Schiesl, Assistant City Engineer Dave Ness, Civil Engineer III Duane Richter, Traffic Project Supervisor Page 1 of 1 Page 488 of 890 RESOLUTION NO 185-26 RESCINDING RESOLUTION NO. 135-26 WHICH PROVIDED PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST FOR THE ASBURY, CARTER, AND CHANEY TRAFFIC SIGNAL IMPROVEMENT PROJECT Whereas, Resolution No. 135-26 provided preliminary approval of the plans, specifications, form of contract and estimated cost of the Asbury, Carter, and Chaney Traffic Signal Improvement Project (the Project) and set a date for public hearing for approval of the plans, specifications, form of contract and estimates cost; and Whereas, the City Council held a public hearing on the Project on the 4th day of May 2026 and ordered the Project to be advertised for bids for construction; and Whereas, the City advertised for bids for the construction of the improvements and that bids were to be opened and read by the City Clerk and submitted to the City Council for final action at 6:30 p.m. on the 18th day of May 2026; and Whereas, the City Engineer has determined that the bids received for the Project should not be accepted and the Project to rebid; and Whereas, the City Council finds that it is in the best interests of the City to rescind Resolution No. 135-26 and order that the Project be rebid. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DUBUQUE, IOWAAS FOLLOWS: Section 1 . Resolution No. 135-26 is hereby rescinded. Section 2.
