Van Milligen, City Manager SUBJECT: Initiate Public Bidding Process and Setting Date for a Public Hearing for the Asbury, Carter & Chaney Traffic Signal Improvement Project Project No. 5524000046 DATE: May 13, 2026 City Engineer Gus Psihoyos is recommending City Council grant preliminary approval of the construction plans and specifications; and establish June 1, 2026, as the date of the public hearing; estimated construction amount $297,082.25; and hereby authorized to advertise for bid proposals for the Asbury, Chaney & Carter Traffic Signal Improvement Project through adoption of the attached resolution. The Asbury, Chaney & Carter Traffic Signal Improvement Project will provide for the following: At the Intersections of Asbury and Carter the removal and replacement of signals, installation of ADA compliant sidewalks, removal and replacement of roadway in designated locations, installations of pavement markings. The Asbury and Chaney intersection will need to have new conduit, traffic cabinet foundation, the removal and replacement of existing signals, rewiring of the entire intersection, installation of ADA compliant sidewalks, removal and replacement of roadway in designated locations, installations of pavement markings. With the installation of the mast arms at both intersections along Asbury Road the traffic signals will allow for protected left turn movements and then switch to a permissive left turn movement; by allowing both options making left turns off Asbury at these signals will be easier and safer. The signals will only be connected back to the Traffic Operations Center via fiber for control and coordination of the signals. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: May 11, 2026 RE: Initiate Public Bidding Process and Setting Date for a Public Hearing for the Asbury, Carter & Chaney Traffic Signal Improvement Project Project No. 5524000046 INTRODUCTION This memorandum requests the City Council approval and authorizes the initiation of the public improvement construction bidding process and set a public hearing date for June 1, 2026 for the Asbury, Carter & Chaney Traffic Signal Improvement Project and initiate the public bidding process. BACKGROUND The traffic cabinet at Asbury— Carter intersection was damaged in 2024 and remained in red flash for several months because the underground conduit had deteriorated to the point that the old wire could not be removed. Because of this issue the City decided to make changes to the intersection to prepare for this mast arm project. The following items were completed in 2024 to get the intersection operational: new traffic cabinet, battery backup system, conduit and wiring were installed. With all these items completed and able to be reused this makes adding the mast arms and ADA ramps easier at this intersection. Asbury and Chaney have the same issues that Asbury and Carter had with deteriorated conduit and issues with detection loops in the roadway. Because of these issues Asbury— Chaney intersection will need to be reconstructed as well. I further recommend establishing the date of the public hearing and authorizing the Engineering Department to advertise for bids for the project. Section 2. A public hearing will be held on the 15t day of June, 2026, at 6:30 p.m. in the Historic Federal Building Council Chambers 350 W. 6th Street, Dubuque, Iowa, at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and estimated cost of said Project, and the City Clerk be and is hereby directed to cause the attached notice of the time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be published not less than four days nor more than twenty days prior to the date of such hearing. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project. The Asbury, Carter& Chaney Traffic Signal Improvement Project, is hereby ordered to be advertised for bids for construction. Section 3. The amount of security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved.
