City Engineer Gus Psihoyos is recommending City Council grant preliminary approval of
the construction plans and specifications; estimated construction amount of
$1,791,400.00 and establish June 1, 2026, as the date of the public hearing; and hereby
authorized to advertise for bid proposals for the Southwest Arterial / US 52 ITS Corridor
Project through adoption of the attached resolution.
The Southwest Arterial / US 52 ITS Corridor Project will provide for the installation and
integration of Intelligent Transportation System infrastructure throughout the Southwest
Arterial corridor. Improvements are anticipated to include fiber optic communications
infrastructure, traffic monitoring cameras, communications equipment, dynamic
message signs, associated electrical and network infrastructure, conduit systems,
handholes, cabinets, poles, and other related ITS technologies intended to improve
traffic operations, incident management, traveler information, and corridor efficiency.
The project includes a base bid and two alternate bid packages that provide flexibility in
construction implementation depending on final project costs and available funding. The
project generally consists of installation of fiber optic communications systems, conduit
and microduct infrastructure, traffic monitoring equipment, ITS field devices, and
associated electrical and communications infrastructure throughout the corridor.
The project will improve the City's ability to monitor and manage traffic operations along
the Southwest Arterial corridor and provide enhanced communication and coordination
between field devices and the City's Traffic Operations Center. The improvements are
also intended to support regional mobility, traveler information, incident response, and
future smart transportation initiatives.

INTRODUCTION
This memorandum requests the City Council approval and authorizes the initiation of the
public improvement construction bidding process and sets a public hearing date for June
1, 2026, for the Southwest Arterial / US 52 ITS Corridor Project.
BACKGROUND
In April 2020, the City of Dubuque and the lowa Department of Transportation entered
into a Cooperative Funding Agreement (Agreement No. 2020-16-033A) for the
development and implementation of an Intelligent Transportation System (ITS) along the
U.S. 52 / Southwest Arterial Corridor. The project corridor extends from U.S. 20 to U.S.
61/151 and includes the deployment of fiber optic communications infrastructure, traffic
cameras, sensors, dynamic message signs (DMS), and other ITS-related technologies.
In January 2022, the Cooperative Funding Agreement was amended to increase lowa
DOT participation due to increased costs associated with fiber optic cable and ITS
equipment. Under the agreement, the City is responsible for the design, construction,
operation, and maintenance of the ITS system, including fiber optic communications
infrastructure with reserved fiber strands for lowa DOT use.
The project has continued through design and coordination efforts between the City, lowa
DOT, and project consultants in preparation for implementation of the corridor ITS
improvements.
DISCUSSION
The Southwest Arterial / US 52 ITS Corridor Project will provide for the installation and

RECOMMENDATION
I recommend preliminary approval of the proposed plans, specifications, form of contract
and construction estimate for the Southwest Arterial / US 52 ITS Corridor Project. I further
recommend establishing the date of the public hearing and authorizing the Engineering
Department to advertise for bids for the project.

AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND ORDERING
THE ADVERTISEMENT FOR BIDS
WHEREAS, the Southwest Arterial / US 52 ITS Corridor Project will provide for the
installation and integration of Intelligent Transportation System (ITS) infrastructure
throughout the Southwest Arterial corridor, including fiber optic communications
infrastructure, traffic monitoring cameras, communications equipment, dynamic message
signs (DMS), associated electrical and network infrastructure, conduit systems,
handholes, cabinets, poles, and other related ITS technologies intended to improve traffic
operations, incident management, traveler information, and corridor efficiency; and
WHEREAS, the project includes a base bid and two alternate bid packages
associated with installation of fiber optic communications systems, conduit and microduct
infrastructure, traffic monitoring equipment, ITS field devices, and associated electrical
and communications infrastructure throughout the corridor.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract, and estimated cost for the
Southwest Arterial / US 52 ITS Corridor Project, in the estimated construction amount of
$1,791 ,400.00, are hereby preliminarily approved and ordered filed in the office of the City
Clerk for public inspection.
A public hearing will be held on the 1st day of June, 2026, at 6:30 p.m. in the Historic
Federal Building Council Chambers, 350 W. 6th Street, Dubuque, Iowa, at which time
interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract, and estimated cost of said Project, and the City Clerk be
and is hereby directed to cause the attached notice of the time and place of such hearing
to be published in a newspaper having general circulation in the City of Dubuque, Iowa,
which notice shall be published not less than four days nor more than twenty days prior
to the date of such hearing. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, form of contract, or estimated cost of the
Project.
The Southwest Arterial / US 52 ITS Corridor Project is hereby ordered to be
advertised for bids for construction.
The amount of security to accompany each bid shall be in an amount which shall
conform to the provisions of the Notice to Bidders hereby approved.
The City Engineer is hereby directed to advertise for bids for the construction of the
improvements herein provided by publishing the Notice to Bidders on the City of Dubuque
website and a contractor plan room service with statewide circulation, which notice shall
be published not less than thirteen nor more than forty-five days before the date for filing
bids before 2:00 p.m. on the 11th day of June, 2026. Bids shall be opened and read by
the City Clerk at said time and will be submitted to the City Council for final action at 6:30
p.m. on the 15th day of June 2026, in the Historic Federal Building Council Chambers,
350 W. 6th Street, Dubuque, Iowa.
