Water Department Director Christopher Lester is recommending City Council approval
of the plans, specifications, form of contract, and estimated cost of$290,972.00 for the
Greyhound Park Road Water Main Loop Project.
This project provides for the installation of approximately 785 linear feet of 8-in ductile
iron pipe north of the existing dog track on Greyhound Park Road. Currently, water does
not circumnavigate the entire island. The island's water supply comes through a 12-in
water main connection along the East 16th Street bridge. To ensure a sound, fully
functioning system, a backup/redundant supply of water that does circumnavigate the
island is needed, allowing repairs anywhere on the island to have access to water. The
new water main will create a looped system and provide a redundant water supply,
supporting improved reliability and service.

INTRODUCTION
The purpose of this memorandum is to request the City Council conduct a public hearing and
grant approval of the plans, specifications, form of contract, and estimated cost for the
Greyhound Park Road Water Main Loop Project.
BACKGROUND
The FY26 CIP Greyhound Park Road Water Main Loop Project (CIP No. 4281000066) includes
a total budget $120,000.00 for the design and construction of the project, with funding through
the Water Construction Fund. The project is expected to take place within FY26 and FY27.
This project provides for the installation of approximately 785 linear feet of 8-in ductile iron pipe
north of the existing dog track on Greyhound Park Road. Currently, water does not
circumnavigate the entire island. The island's water supply comes through a 12-in water main
connection along the East 16th Street bridge. To ensure a sound, fully functioning system, a
backup/redundant supply of water that does circumnavigate the island is needed, allowing
repairs anywhere on the island to have access to water. The new water main will create a
looped system and provide a redundant water supply, supporting improved reliability and
service.
This project is part of the 2024 Chaplin Schmitt Island Development Plan along with the Admiral
Sheehy Drive Water Main Loop and the Hamilton Street Water Main Extension to City Island.
In December 2025, MSA Professional Services was awarded the design for the project, which
included final plans and specifications for Bidding. MSA Professional Services has completed
the plans and specifications for the installation of an 8-inch water main extension. The scope
of work in this phase includes the installation of approximately 785 lineal feet of 8-in water main,
and water main appurtenances along the existing trail on the north side of the Q Casino
property, and includes various surface restorations including HMA trail and seeding. The
Engineer's Construction Cost Estimate is $290,972.00.

DISCUSSION
The City Council approved Bid Initiation proceedings at its meeting on May 4, 2026, and the
project was publicly advertised on May 8, 2026.
The public hearing for reviewing the proposed plans and specifications, form of contract, and
estimated project cost is scheduled for May 18, 2026.
PROJECT SCHEDULE
The schedule for the project is as follows:

— Receipt of Bid Proposals June 4, 2026

BUDGET IMPACT
The original estimate of probable cost for the for the Greyhound Park Road Water Main Loop
Project (CIP No. 4281000066) are provided as follows:

The proposed construction project will be pulled from the Construction line item which has a
current available expense value of$107,921.00, of which $100,000.00 was originally allocated
to the proposed construction contract.
The Engineer's estimate of construction cost is approximately $291,000.00. Water Department
staff have identified FY26 funding available in other Water CIPs that could be used to cover
these funds. The Water Department plans to use the Water Main Replacements— Streets

Project (CIP No. 4281000005) to cover the funding difference. This project has an available
balance of approximately $225,000.00.
ACTION TO BE TAKEN
I respectfully request that the City Council adopt the resolution approving the plans,
specifications, form of contract, and estimated for the Greyhound Park Road Water Main Loop
Project (CIP No. 4281000066).

SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST
WHEREAS, the Greyhound Park Road Water Main Loop Project will generally
consist of the installation of approximately 785 linear feet of 8-in ductile iron pipe north of
the existing dog track on Greyhound Park Road to connect two mains that currently
terminate at a dead-end hydrant; and
WHEREAS, the City Council, by Resolution No. 169-26, dated 4th day of May,
2026, preliminarily approved the plans, specifications, form of contract, and estimated
cost for the Greyhound Park Road Water Main Loop Project; and
WHEREAS, pursuant to published notice and published advertisement for bids, a
public hearing was held on the 18th day of May, 2026 on the plans, specifications, form of
contract, and estimated cost for the Greyhound Park Road Water Main Loop Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the attached plans, specifications, form of contract and estimate of
total cost for the Greyhound Park Road Water Main Loop Project in the estimated
construction amount of$290,972.00, are hereby approved.

PUBLIC NOTICE is hereby given that the Dubuque City Council
will conduct a public hearing on the 18th day of May, 2026, at
6:30 p.m., in the Historic Federal Building, 350 W. 6th
Street, 2nd floor, Dubuque, Iowa, at which meeting the City
Council proposes to hold a public hearing on the proposed
plans and specifications, form of contract and estimate of
cost for the proposed Greyhound Park Road Water Main Loop
Project.
The Project generally consists of the installation of
approximately 785 linear feet of 8-in ductile iron pipe north
of the existing dog track on Greyhound Park Road to connect
two mains that currently terminate at a dead-end hydrant.
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain
