Assistant Public Works Director - Project Manager Max O'Brien is recommending City
Council award the public improvement contract for the 2026 Public Works Asphalt
Milling Profile Project to WK Construction Co., Inc. of Middleton, Wisconsin in the
amount of$135,229.47, through the adoption of the attached resolution. This award
contract amount is 7.29% less than the engineer's estimate.

SUBJECT: 2026 Public Works Asphalt Milling Profile Project
Award Public Improvement Contract
INTRODUCTION
The attached resolution authorizes the award of the public improvement contract for the
2026 Public Works Asphalt Milling Profile Project.
BACKGROUND
Each calendar year, the Public Works department puts together a recommendation for
the asphalt overlay program. Pending final budget approval, the department is
recommending moving forward with requesting bids for asphalt profile milling services for
the entirety of this calendar year's overlay program.
Street Maintenance / Rehabilitation programs have been identified as a 2025-2027 City
Council top priority.
The project was initiated for bid by City Council on April 20, 2026. The project was publicly
advertised for bid April 22, 2026. There was a Public Hearing held during the May 4, 2026
City Council hearing.
BID RESULTS
The City received sealed bids on May 7, 2026 for the 2026 Public Works Asphalt Milling
Profile Project. The City received 2 bids for the project with WK Construction Co., Inc. of
Middleton, Wisconsin submitting the low bid in the amount of $135,229.47. This amount
is 7.29% less than the engineer's estimate of $145,869.35. A summary of the 2 bid

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2026 PUBLIC WORKS
ASPHALT MILLING PROFILE PROJECT
Whereas, sealed proposals have been submitted by contractors for the 2026
Public Works Asphalt Milling Profile Project, (the Project) pursuant to Resolution No.
13426 and Notice to Bidders published on the City of Dubuque, Iowa website and plan
room service with statewide circulation on the 22nd day of April 2026; and
Whereas, said sealed proposals were opened and read on the 7th day of May 2026
and it has been determined that WK Construction Co., Inc. of Middleton, Wisconsin, in
the bid amount of $135,229.47, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to WK
Construction Co., Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved, and adopted this 18th day of May 2026.
