Proof of Publication - City Council Proceedings 04.22.26 Page 64 of 890 CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION The Dubuque City Council met in special session at 6:30 p.m. on April 13, 2026, in the second-floor Council Chambers of the Historic Federal Building, 350 W. 6t" Street. Present: Mayor Cavanagh; Council Members Leyendecker, Resnick, Roussell, Sprank, Staver, Wethal; City Manager Van Milligen. Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of receiving presentations on certain Fiscal Year 2027 Department Budgets. PUBLIC HEARINGS City staff presented Fiscal Year 2027 departmental budgets and responded to City Council questions following each presentation. Presentations were given by representatives from the following departments: 1. Library Fiscal Year 2027 Budget Presentation: Library Director Nick Rossman. 2. Five Flags Civic Center Fiscal Year 2027 Budget Presentation: Parks and Recreation Director Matt Kalcevich. Five Flags Civic Center General Manager Ryan Bonifas responded to questions. Karry Tedore, Katherine Sorenson, Leonard Dress provided public input regarding this budget. 3. Grand River Conference Center Fiscal Year 2027 Budget Presentation: Parks and Recreation Director Matt Kalcevich. Five Flags Civic Center General Manager Ryan Bonifas responded to questions. Katherine Sorenson provided public input regarding the Recreation budget at this time as she needed to leave the meeting before the Recreation budget will be presented. 4. ImOn Ice Center Fiscal Year 2027 Budget Presentation: Parks and Recreation Director Matt Kalcevich. 5. Recreation Fiscal Year 2027 Budget Presentation: Parks and Recreation Director Matt Kalcevich provided a brief update on the Park and Recreation Master plan. Division Manager Dan Kroger. Resident Clark Schloz provided public input on this department's budget. 6. Parks Fiscal Year 2027 Budget Presentation: Park Division Manager Steve Fehsal. Resident Rob McDonald provided public input on the overall budget process. Assistant City Clerk Gleason announced that public input was provided through the agenda from Cathy Canfield.
