CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m. on April 15, 2026, in the second-floor
Council Chambers of the Historic Federal Building, 350 W. 6t" Street.
Present: Mayor Cavanagh; Council Members Leyendecker, Resnick, Roussell, Sprank, Staver,
Wethal; City Manager Van Milligen.
Mayor Cavanagh read the call and stated this is a special session of the City Council called for the
purpose of receiving presentations on certain Fiscal Year 2027 Department Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2027 departmental budgets and responded to City Council questions
following each presentation. Presentations were given by representatives from the following
departments:
1. Human Resources Fiscal Year 2027 Budget Presentation: Chief Human Resources Officer
Shelley Stickfort, Administrative Support Specialist Angie Kelley, Training and Development Manager
Kelly Larson, Employment Specialist Amanda Koppes, Talent Acquisition and Diversity Coordinator
Kristen Dietz, Benefits and Compensation Manager Connie Palm, and Payroll and Benefits Specialist
McKenzie Capesius. Residents Clark Schloz, and Rob McDonanld, provided public input on this
budget.
2. Information Technology Fiscal Year 2027 Budget Presentation: Chief Information Officer Joe
Pregler, Chief Information Security Office Timothy Krieger, Data Analyst Braden Daniels, Geographic
Information Systems (GIS) Coordinator Nikki Rosemeyer. Resident Rob McDonald spoke again on the
Human Resources budget.
3. Communications Office Fiscal Year 2027 Budget Presentation: Public Information Officer Randy
Gehl.
4. Finance Fiscal Year 2027 Budget Presentation: Chief Financial Officer Jennifer Larson, Utility Billing
Supervisor Chris Vallee. Resident Clark Schloz provided public input on this budget. Purchasing and
Risk Manager Tony Breitbach was present to answer questions
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the meeting adjourned at 10:50 p.m.
