CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m. on April 22, 2026, in the second-floor
Council Chambers of the Historic Federal Building, 350 W. 6t" Street.
Present: Mayor Cavanagh; Council Members Leyendecker, Resnick, Roussell, Sprank, Staver,
Wethal; City Manager Van Milligen.
Mayor Cavanagh read the call and stated this is a special session of the City Council called for the
purpose of receiving presentations on certain Fiscal Year 2027 Department Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2027 departmental budgets and responded to City Council questions
following each presentation. Presentations were given by representatives from the following
departments:
1. Police Fiscal Year 2027 Budget Presentation: Assistant Police Chief Joe Messerich, Chief Jeremy
Jenson. Residents Clark Schloz and Leonard Dress provided input on the department's budget.
2. Fire Fiscal Year 2027 Budget Presentation: Fire Chief Amy Scheller. Resident Leonard Dress
provided input on the department's budget.
3. Emergency Management Fiscal Year 2027 Budget Presentation: Emergency Management
Director Tom Berger.
4. Emergency Communications Fiscal Year 2027 Budget Presentation: Emergency Communications
Director Jessica George-Rethwisch.
5. Health Services Fiscal Year 2027 Budget Presentation: Public Health Director Mary Rose Corrigan.
Resident Clark Schloz provided input on the department's budget.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the meeting adjourned at 9:57 p.m.
