CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m.
on April 7, 2026, in the second-floor Council Chambers of the
Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Leyendecker,
Resnick, Roussell, Sprank, Staver, Wethal; City Manager Van
Milligen.
Mayor Cavanagh read the call and stated this is a special
session of the City Council called for the purpose of
receiving presentations on certain Fiscal Year 2027 Department
Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2027 departmental budgets
and responded to City Council questions following each
presentation. Presentations were given by representatives from
the following departments:
1. Engineering Fiscal Year 202"7 Budget Presentation: City
Engineer Gus Psihoyos, Assistant City Engineer Bob Schiesl,
Project Manager Jim Bousley, Engineering staff were also
present. Clark Schloz, 2925 Burlington St., provided public
input on the departments budget.
2. Public Works Fiscal Year 2027 Budget Presentation: Public
Works Director Arielle Swift. The Dubuque Metropolitan Area "
Solid VJaste Agency Administrator and Interim Resource
Management Supervisor Ken Miller. Clark Schloz, 2925
Burlington Street, Katherine Sorenson 2613 Jackson Street, and
Rob McDonald, 3399 Eagle Point Dr., provided public input on
the departments budget.
3. Water Fiscal Year 2027 Budget Presentation: Water
Department Director Chris Lester. Clark Schloz, 2925
Burlington St., provided input on the departments budget.
4. Water&Resource Recovery Center Fiscal Year 2027 Budget
Presentation: Water&Resource Recovery Center Director Deron
Muehring.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the
meeting adjourned at 11:28 p.m.
