CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m.
on April 21, 2026, in the second-floor Council Chambers of the
Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members, Leyendecker,
Resnick, Roussell, Sprank, Staver, Wethal; City Manager Van
Milligen.
Mayor Cavanagh read the call and stated this is a special
session of the City Council called for the purpose of
receiving presentations on certain Fiscal Year 2027 Department
Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2027 departmental budgets
and responded to Ciry Council questions following each
presentation. Presentations were given by representatives from
the following departments:
1. Airport Fiscal Year 2027 Budget Presentation: Airport
Director Todd Dalsing.
2. Human Rights Fiscal Year 2027 Budget Presentation:
Assistant Ciry Attorney, 7ason Lehman.
3. Community Impact Fiscal Year 2027 Budget Presentation:
Community Impact Director Antonio Mouzon; Data Analyst Braden
Daniels, Community Diversion and Prevention Coordinatar
Miranda Onofre, Community Service and Outreach Coordinator
Brittney Hayes; AmeriCorps Program Director Sarah Berna; and
Community Engagement Coordinator Community Impact Temwa Phiri.
Residents Brooklyn Williams, Cindy Racker, Robin Kinnicker,
Dereka Williams, Ashley (sir name unknown), Sylvan Garish,
Tayler (sir name unknown), Jeremiah Allen, Jennnifer Grayn
Katherine Sorenson, Tommy (sir name unknown), provided input
on how they have personally benefited from the community
impact service program.
4. Multicultural Family Center(MFC) Fiscal Year 2027 Budget
Presentation: Multicultural Family Center Director LaMetra
Murdock. Residents Brooklyn Williams, Jeremiah Allen, Corinne
Rothblum, Temwa Phiri, MFC Board Members Claudette Bees and
Marlene Waller provided input on how they have personally
benefited from the community impact service program.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the
meeting adjourned at 9:36 p.m.
