Civil Engineer III David Ness and Sustainable Innovation Consultant David Lyons are
recommending City Council approval of a eighteenth amendment to the Master Co-
location and Shared Services Agreement between the City and ImOn Communications
to include a conduit sharing agreement along Highway 61 south to the Dubuque
Regional Airport.
There is no negative implications to the City budget. The City of Dubuque will receive
$116,125 in services and fiber installations in return for sharing space in their existing
conduit to the airport.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request approval of a eighteenth amendment to the
Master Co-location and Shared Services Agreement between the City and ImOn
Communications to include a conduit sharing agreement along Highway 61 south to the
Dubuque Regional Airport.
BACKGROUND
In 2016 the City of Dubuque undertook its Broadband Acceleration Initiative. The
Initiative focuses on public/private collaborations and includes a comprehensive
strategy to reduce the cost and time required for broadband expansions in Dubuque.
One effort within that strategy is the use of"Master Agreements", where an overall legal,
structural and financial relationship is established between the City and broadband
providers and approved by City Council. Project Statements carried out pursuant to that
Master Agreement can then be quickly considered and approved.
In 2017 the City of Dubuque and ImOn entered into a Master Co-location and Shared
Services Agreement to accelerate the deployment of new broadband capacity in
Dubuque and several subsequent amendments. The collaborations have gone well and
all anticipated value to the City is being received.
DISCUSSION
The University of Dubuque is significantly expanding its aviation facility and
programming at the Dubuque Regional Airport. This will necessitate increasing their
fiber connectivity between the airport and UD Campus. They have selected ImOn
Communications as their preferred partner for that connectivity. Under normal
conditions, the distance, topography and demography of that route would make the

project unacceptably costly for ImOn to provide to the University. However, the
existence of a city conduit with excess capacity allows for a public/private collaboration
to reduce costs and time for implementation. It also creates the opportunity for the City
to incorporate additional fiber capacity for itself in that same conduit to support future
capacity as the City grows south and to provide an additional part of the "City High-Fiber
Ring".
BUDGET IMPACT
There is no negative implications to the City budget. The City of Dubuque will receive
$116,125 in services and fiber installations in return for sharing space in their existing
conduit to the airport.
RECOMMENDATION AND ACTION REQUESTED
This Amendment supports Dubuque's Broadband Acceleration Initiative, assists a
partner ISP in providing service within the community and provides funds for the
maintenance and development of the City network. We respectfully request your
approval and recommendation to City Council.

Pursuant to the Master Co-lacatian and Shared Services Agreement between City of Dubuque{GITY)and
lmOn Cammunicatians{IM�N),dated Decernber 28,2021 and attached hereta,the Parties hereby agree
to the fallawing PR�JECT STATEMENT:
Narrative description of co-location and service sharing:
- CITY will provide IMON access to 19,291 feet af existing 1.5 inch conduit and 2810 feet of
exisfing seven-way canduit running from appraximately the SE Carner ofthe intersectian of
Highway 151j61 and Lal<e Elanore Road south to the existing handhold at 10698 Airport Road,
and as further shown on Exhibit A.The 1.5 inch conduit is valued at$S per linear f�ot and the
seven-way conduit valued at$7per linearfoat.
- ImOn wil{line the 1.5 inch canduit with 3-16/12mm duct. If ImOn determines that three �
��icroduct cannot be accommodated within the conduit then,with approval of the City,only 2- �
26J12mm will be required +
Charges and Payment Terms:
- The total cost of City for proving canduit space under this Project Sfiatement is$116,125 (19,291
If X$S=$96,455 and 2,810 If X$7=$19,670). Total cost to ImOn for providing fiber, installation �
and other services under tMis Project statement is$116,125.
- Twenty(20)year term beginning July 1, 2026 and running through June 3Q, 2046. IMC?N or CITY
may request up to two five-year extensions of the agreement at the same vaiue,and such
extensifln shall not be unreasonably denied.
Exchange of Value:
The value provided by CITY#o IMON is$116,125. 7he value provided by IMON#o GTY is$116,125.

Project Information
Services Name: Watei° and Resource Recovery Cente►• (WRRC) Assistailce with Operations and
Transition to Single-Shift Operations
Services Description: Assist the WRRC ii1 developing an operational fi•amework that supports treannent
performance, management of monitoring data, staff utilization, and trailsition to single-shift
WRRC staffing.
Scope of Services
1. Project Initiation and Facility Orientatioil
a. Conduct a project kickoff ineeting with WRRC staff determined by OWNER. The
purpose of this tasl< is to review c�u-i•ent WRRC treatment process operations,monitoring
practices, a�1d general workflow to support deve(opment of the opei�ationaf framework,
with a focus o» understanditlg of the existing facility and staff responsibilities.
b. Provide draft meeting minutes to OWNER regarding the kic]<off ineeting discussion and
overall project approach. Receive OWNER comments and develop a final meeting
minutes, which will be provided as an electronic portable document format(PDF)file.
2. Data Management
a. Meet with OWNER at tlle WRRC to review existing data management tools and system.
b. Revie�v potential data management changes that could be implemented by OWNER to
assist in operating tl�e WRRC including process parameters, data display
(e.g., dashboards), ti•enditlg information, and sin7ilar data inanagement concepts.
c. Meet vii-tually with OWNER to review system updates.
d. Attend one additional virtual meeting with OWNER, if needed,for review and discussion.
3. Review and Development of WRRC Operational Philosophy
a. Meet with OWNER's WRRC staff to present atld discuss operational training for the
majoi'h�eat�nent processes and syste�ns at the facility incltiding sampling, screening, gi•it
removal, prinlary clarification, activated sludge, final clarification, ultraviolet
disinfection, waste activated sludge thicl<ening, anaerobic digestion, centrifiige
dewatering, and supei-visory control and data acquisition. Use ENGINEER's previously
developed Miccosoft PowerPoint presentations (PPTs) and electronic operation and
maintenance manual for the training sessions. (Minor updates will be provided to
OWNER for review prior to the meetings, as appi�opriate.) Up to eight training sessions
� are anticipated at OWNER's WRRC, each lasting appl•oximately two to three hours
on site, to address the following topics:
(1) Operating conditions and process objectives.
(2) Process indicators used to eval��ate system operation.
(3) Operational adjustments available to maintain treatment perforniance.

b. Update PPTs, as appropriate, based on the discussions and OWNER's comments.

conteol indicators for the treatment systems reviewed during the sessions.
4. WRRC Monitoring and Sampling Plan
a. Assist WRRC staff in Lipdating the existing monitoring and sampling plan. The plan
updates are �inte��ded to assist ii1 monitoriilg efforts to support plant perf�ormance and
regulatory compliance while potentially eliminating moilitoring activities tllat the
WRRC staff no longei•find meaningfiil, and will ii�clude the following eleme�lts:
(1) Parameters monitored foi-regulatory compliaiZce.
(2) Parameters monitored for process conti•ol.
(3) Parameters monitored for troubleshooting or performance trending.
(4) Monitoring locations and frequency.
(5) Responsibilities for sample collection, preservation, and analysis.
b. Provide a PDF file of the updated written�nonitoring and sampling plan to OWNER.
Compensation
OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus
expenses an estimated fee of$50,000.
Schedule
Seivices will begin upon execution of this Task Order,which is anticipated the week of March 30, 2026.
Services are scheduled for completion on October 30, 2026.
