INTRODUCTION
The purpose of this memorandum is to request award of the construction contract for the
2026 Terminal Street Pump Station Rehabilitation project (Project) to Tricon General
Construction, Inc. of Dubuque, lowa in the amount of$552,000.00.
BACKGROUND
The Terminal Street Lift Station is a critical component of the City's wastewater collection
system and is part of the infrastructure that conveys approximately 65% of the total
wastewater flow to the Water & Resource Recovery Center (WRRC). Originally constructed
in 1958, the facility continues to serve an essential role in the City's wastewater operations.
As part of the City's ongoing efforts to maintain reliable, safe, and efficient wastewater
infrastructure, improvements were evaluated to ensure long-term reliability, operational
safety, and maintainability of the facility.
In March of 2016, the City Council authorized entering into a contract with Strand Associates
to perform an analysis of the Terminal Street Lift Station.
As part of the analysis, the condition of the Terminal Street Lift Station was evaluated and
design concepts for significant facility improvements were developed, including replacement
pumps and upgrades within the wet well. The original improvement concepts represented a
substantial long-term reinvestment in the facility. During this planning effort, the City learned
of the lowa Department of Transportation's (IDOT) plans to construct a new Mississippi River
bridge in the vicinity of the lift station. Because the future bridge project could potentially
affect the location or configuration of the facility, the City refined the scope of the current
project to focus on targeted improvements that support continued safe, reliable, and effective
operation of the lift station over the near to intermediate term, while maintaining flexibility for
future regional infrastructure planning efforts.
In April 2026, the City Council adopted Resolution 132-26 authorizing the public bidding
process and setting a public hearing on the plans, specifications, form of contract, and
estimated cost for the 2026 Terminal Street Pumping Station Rehabilitation Project.

In May of 2026, the City Council adopted Resolution 177-26 approving the plans,
specifications, and form of contract of the 2026 Terminal Street Pumping Station
Rehabilitation Project.
DISCUSSION
Sealed bids for the 2026 Terminal Street Pump Station Rehabilitation project were received
and publicly opened on May 21, 2026. Tricon General Construction of Dubuque, lowa
submitted the apparent low bid in the amount of $552,000.00. A summary of the bid
proposals received is as follows:

The lump sum bid of $552,000.00 is 30.1% below the engineer's estimate of $790,000.00.
The engineer of record Strand Associates reviewed the bids and recommended award of
the project to Tricon General Construction, Inc. as the apparent low responsive bidder.
The estimate of probable and awarded construction costs for the project is summarized as

MOTION TO APPROVE RESOLUTION
Council Member Resnick introduced the resolution next hereinafter set
out, and moved that the said resolution be adopted; seconded by Council Member
Wethal .
The Mayor announced that bids for the construction of the 2026 Terminal Street Pumping
Station Rehabilitation Project had been received before 2:00 p.m., on May 21, 2026, in the office
of the City Clerk,City Hall-First Floor, 50 West 13th St, Dubuque, Iowa, and that on the same day,
at the same time, in the City Hall-Conference Room A, 50 West 13th St, in the City, such bids had
been opened and read, and this was the time and place set for the consideration of such bids.
Thereupon, the results of the bidding were reported, and Strand Associates, Inc. (the
"Project Engineers")made their recommendations thereon to the City Council. The bids received
for the construction of the 2026 Terminal Street Pumping Station Rehabilitation Project are as
follows:

RESOLUTION NO. 212-26
Resolution awarding contract for the 2026 Terminal Street Pumping Station
Rehabilitation Project
WHEREAS, pursuant to notice duly posted in the manner and form prescribed by
resolution of the City Council of the City of Dubuque, Iowa, and as required by law, bids and
proposals were received by this Council for the 2026 Terminal Street Pumping Station
Rehabilitation Project(the"Project"); and
WHEREAS, all of the said bids and proposals have been carefully considered, and it is
necessary and advisable that provision be made for the award of the contract for the Project;
NOW, THEREFORE, Be It Resolved by the City Council of the City of Dubuque, Iowa,
as follows:
Section 1. The bid for the Project submitted by the following contractor is fully
responsive to the plans and specifications for the Project, is heretofore approved by the City
Council, and is the lowest responsible bid received, such bid being as follows:

Section 2. The contract for the Project is hereby awarded to such contractor at the total
estimated cost set out above, the final settlement to be made on the basis of the unit prices therein
set out and the actual final quantities of each class of materials furnished, the said contract to be
subject to the terms of the aforementioned resolution, the notice of hearing and letting, the plans
and specifications and the terms of the bidder's written proposal.
Section 3. The Mayor and City Clerk are hereby authorized and ordered to enter into
a written contract with said contractor for the Project, but only after the contractor submits the
performance and/or payment bonds which are required by the contract documents, and after the
Project Engineers submit a written determination that such surety bonds and the other contract
documents are satisfactory. No additional City Council action shall be required to approve the
executed contract or surety bonds.
Section 4. The amount of the contractor's performance and/or payment bonds is
hereby fixed and determined to be 100% of the amount of the contract.

Section 5. All resolutions or parts of resolutions in conflict herewith are hereby

The Bid included a Bid Bond for 10 percent and Addendum No. 1 was acknowledged. The Bid is deemed
