Planning Services Director Wally Wernimont is recommending City Council select a
preferred concept for the Historic Millwork District Outdoor Community Space and
whether to proceed with removing the temporary parking lot at this time, including
installation of irrigation and sod, or whether removal should be deferred until final plans
and specifications are completed. Based on community input and project goals, Wally
Wernimont has identified Concept 1 as the strongest option however, Council may
choose any concept that best supports the long-term vision for this central community
gathering space.
On January 21, 2025, the City Council approved Confluence as the consultant for
community engagement, design and construction management of the HMD Outdoor
Space.
Confluence has been working with the Planning Services, Economic Development,
Parks and Recreation, and Transportation Services departments, along with a 19-
member project steering committee composed of Millwork District property owners,
business owners, and residents, as well as representatives from Dubuque Main Street,
Greater Dubuque Development Corporation, Dubuque Initiatives, and Dubuque
Forward.
Conceptual Plans
Three concepts, Concept 1, Concept 2, and Concept 3, were developed by the design
team and presented to the public for review and feedback. The Planning Services
Department along with Confluence presented these concepts on January 20, 2026,
during a City Council Work Session.
Concept 1 (Cost Estimate - $2,687,505)
Concept 1 features upper and lower lawn areas, a central event space, integrated
art features, play space, and catenary lighting, creating a flexible and visually
engaging park environment. The public praised its curving layout, strong event feel,
and opportunities for future seasonal uses such as an ice rink. Overall, it was the
highest-rated and most widely supported concept.

Concept 2 (Cost Estimate - $2,208,030)
Concept 2 emphasizes open lawn areas, native plantings, stormwater features, and
play space arranged in a stylish, asymmetrical layout. Respondents appreciated
features like the holiday tree, seating options, and integrated planting design. It was
well received but did not garner as much enthusiasm as Concept 1.
Concept 3 (Cost Estimate - $2,302,270)
Concept 3 includes a lounge lawn, outdoor table-tennis area, stormwater swale with
native vegetation, patio spaces, and a stage area. People liked the stormwater
swale landscaping, amenities, and patio environment but noted a desire for more
green space. While positively reviewed, it ranked lower than Concepts 1 and 2.
Alternative Concept 1A (Cost Estimate - $2,640,975)
An additional option known as Concept 1A was developed at the request of the City
Manager. This concept was also presented during the City Council Worksession.
Building on Concept 1, this alternative incorporates angled parking along the park
edge, resulting in 10 additional parking stalls. As part of the concept review process,
several design considerations associated with Concept 1A were identified, including
changes to park size and green space, removal of the play area, adjustments to
pedestrian circulation between 10th Street and the green space, potential vehicle
headlight impacts into the park, and reduced flexibility for community events and
placemaking opportunities.
While Concept 1A addresses concerns related to parking availability, public input
generally reflected stronger support for preserving park space and maintaining the
site's role as a community gathering space over retaining additional parking stalls.
Temporary Parkinq Lot Removal and Interim Improvements
Council direction is also needed on whether to proceed with removing the temporary
parking lot at this time, including installation of irrigation and sod, or whether removal
should be deferred until final plans and specifications are completed.
Option A— Remove the Temporary Parking Lot Now:
Proceeding with removal at this stage would allow the project site to begin
transitioning toward the preferred community space concept. However, this approach
would require installation of irrigation and sod prior to grading work associated with the
final design, which may result in additional costs to remove and reinstall these
elements once construction begins. This process is currently included in our fiscal
year 2026 budget.
Option B — Maintain the Temporary Parking Lot Until Plans and Specs Are
Finalized:
Holding off on removal would avoid duplicate work and reduce tear-out and
replacement costs. Retaining the lot during the design phase would also provide

additional time for City staff to value-engineer individual components of the preferred
concept, refine cost estimates, and prepare a more efficient implementation plan.
I am modifying my recommendation and respectfully recommend Mayor and City
Council selection of Concept#1.

INTRODUCTION
This memo provides a summary of the concept development and community
engagement process for the Historic Millwork District Outdoor Community Space project
and requests City Council approval to move forward with a preferred concept and next
steps.
BACKGROUND
2009 Historic Millwork District Master Plan
On February 16, 2009, the City Council adopted the Historic Millwork District Master
(HMD) Plan. The vision outlined in the Plan aimed to revitalize the District by integrating
commercial, office and residents into historic spaces, fostering artistic expression, and
promoting green technologies. The historic buildings serve as a foundation for a vibrant
mixed-use neighborhood that provides easy access to urban amenities and outdoor
recreation. The execution of this Plan transforms this District into a creative and
innovative hub, further enhancing Dubuque's position in the region.
One of the features identified in the plan included the following:
"A signature public open space: Build a multi-use, flexible plaza and park in the
heart of the District to use for performances, concerts, markets, and to showcase
sustainable practices, technologies, and artistic elements."
The plan placed this approximately .70 acres (30,500 sf) area known as Foundry
Square at the corner of 10th and Elm Street adjacent to what is referred to as the Alamo
Building which is now known as the Rouse and Dean Building (see enclosed 2009 HMD
Plan).
Temporary Parking Lot Approval
Besides the aforementioned plaza and park, the plan included several features,
including the construction of a parking ramp. As part of the construction of the parking
ramp, the installation of a temporary parking lot was proposed to temporarily satisfy

parking demand in the developing district while the parking ramp was being
constructed. On May 16, 2012, a contract was signed by a local contractor to furnish all
material and equipment and to perForm all labor necessary for the "Millwork Temporary
Parking Lot Project."
Before approving the temporary parking lot and the construction of the parking ramp,
the Historic Preservation Commission conducted an advisory design review on January
19, 2012.
An excerpt from the HPC meeting minutes notes the following stated by former City of
Dubuque Assistant Economic Development Director Aaron DeJong:
"Commissioners discussed surFace parking lot proposed in place of the planned
plaza. Staff Member DeJong reviewed the parking lot on Foundry Square is
intended to be a temporary parking lot until the ramp is built. Commissioners
emphasized the surface lot needs to be temporary as Foundry Square is an
important design and pedestrian component of the Historic Millwork District. Staff
Member DeJong agreed, noting the Plaza is needed for the Historic Millwork
District, and this remains the ultimate goal."
2024 Historic Millwork District Master Plan Update
The Historic Millwork District enjoyed a successful revival since the original Historic
Millwork Master Plan was adopted in 2009. However, city officials, stakeholders and the
community recognized that there was still more work to be done. Despite numerous
successful developments and public infrastructure projects, this district remains "in
progress." The purpose of conducting the master plan update was to provide
recommendations for improvements over the next decade. In 2022, the city hired a
consultant to provide an update to the plan.
A steering committee was established in fall 2022, comprising thirteen members—
including business and property owners, residents, community leaders, and city staff—
who worked closely with the consultant team to engage the community and update the
master plan. The committee held monthly meetings throughout the winter and spring of
2023. The consultant conducted community engagement which included various
stakeholders from both within and outside the District.
In addition to the steering committee's efforts, the consultant conducted six focus group
meetings with small groups of individuals sharing common interests, such as business
owners, the arts community, city staff, youth, and neighboring residents. An online
survey was also distributed city-wide to gather input from residents who might not
typically participate in District activities, resulting in over 600 responses that reflected a
broad cross-section of the community.
As a result of the community engagement, several recommendations for projects were
identified. Design and construct a Community Space adjacent to the Alamo Building
was identified as a priority project and the top primary recommendation in the built
environment category (see enclosed 2024 HMD Plan).

Millwork District Public Parking Availability
The temporary parking lot currently provides 57 spaces that are leased during the day,
with public access beginning at 5:00 PM. Overall, the Millwork District contains 1,461
public and private parking spaces, including 226 spaces across three public parking lots
along Elm Street, 291 public spaces in the Millwork District Parking Ramp, 173 metered
on-street spaces, 266 unmetered on-street spaces, and 448 private spaces located in
surFace lots throughout the district. In addition, the parking ramp at 9th Street and
Central Avenue, located just outside the district and not included in the 1,461-space
total, provides an additional 542 parking spaces. (See enclosed Historic Millwork
District — Parking Analysis Map).

Community Members Preference
Extensive input was collected through online surveys, the Public Input Work Session,
the Merry Millwork Market Open House, steering committee meetings, and stakeholder
outreach. Over 600 residents contributed to the survey alone, reflecting exceptionally
strong participation and community interest. Across all engagement methods, Concept
1 clearly emerged as the most preferred. Community members highlighted the following
features as reasons for their support:
■ The upper and lower lawn areas
■ Strong event-space functionality
■ Curved, flowing layout
■ Integration of public art and play features
■ Potential for future winter programming (e.g., ice rink)
Survey and workshop data showed consistent prioritization of green space, gathering
areas, event space, and landscaping over parking facility expansion or preservation,
reaffirming Concept 1's alignment with community desires.
RECOMMENDATION
The Project Steering Committee recommends that the City Council select a preferred
concept for the Historic Millwork District Outdoor Community Space. Based on
community input and project goals, Concept 1 is the strongest option; however, Council
may choose any concept that best supports the long-term vision for this central
community gathering space.
NEXT STEPS
To advance the Historic Millwork District Outdoor Community Space project, staff
request City Council direction on the following items:

Value Engineering and Review of Project Components
Staff have been discussing with Confluence the opportunity to review individual
components of the preferred concept for potential value engineering. This includes
examining materials, site amenities, lighting, landscaping, and construction methods to
ensure the project remains aligned with community priorities while staying within
budget. As part of this review, staff may evaluate opportunities for in-house work by City
departments that may help reduce overall project costs. The Parks Department may be
able to assist with elements such as landscaping installation, tree planting, turF
establishment, and minor site preparation, depending on final design details and
seasonal scheduling. The Public Works Department will also be asked to assess
whether pavement removal, limited excavation, or other site preparation activities can
be performed using existing City labor and equipment. Identifying tasks that can be
completed internally will help lower contracted construction costs and maximize the
project's available resources.
Community Collaboration and Funding Strategy Development
Staff and the project steering committee will engage community partners, district
stakeholders, and funding organizations to explore public-private partnerships, grant
opportunities, sponsorships, and philanthropic contributions that could help implement
the preferred concept. A coordinated funding strategy will be brought back to the City
Council for review as the project advances.
Preparation of Plans and Specifications
Subject to funding availability and City Council direction regarding the temporary
parking lot and interim improvements approach, staff and the consultant team will
prepare detailed plans and specifications for the Council's preferred concept.
REQUESTED ACTION
In summary, Staff is seeking direction on whether to proceed with removing the
temporary parking lot at this time and whether to pursue value engineering for the
approved concept plan.
