City Engineer Gus Psihoyos is recommending City Council concur on the award of the
public improvement construction contract to Valentine Construction Co., LLC in the
amount of $205,741.89, which is 13.1% below the estimate of probable cost, subject to
lowa DOT concurrence and approval of award for the Bee Branch Creek Trail Project —
Phase 3 Project, lowa DOT Project No. TAP-U-2100(711) --81-31.

Award Public Improvement Construction Contract

INTRODUCTION
The purpose of this memorandum is to provide the City Council with information related
to the recommended concurrence for the lowa Department of Transportation to award
the public improvement construction project for the for the Bee Branch Creek Trail
Project— Phase 3 Project, lowa DOT Project No. TAP-U-2100(711) --81-31.
BACKGROUND
This project was originally bid to include bicycle and pedestrian connectivity along Pine
Street from the Lower Bee Branch Trail located at 12t" Street, southward towards E. 11tn
Street, along Pine Street, with bike lane connections on both E. 11t" Street and E. gtn
Street. Engineering has solicited bids through the lowa DOT for the project for May 19,
2026.
During the development of the original bid documents, Engineering staff developed in-
house concepts where the trail would connect from 12t" Street and use green space
between the northbound on-ramp for US 151/61 and Tucker Freight's property to allow
a crossing on E. 11th Street to the upgraded mixed-used trail along Pine Street. Some
considerations for cyclists traveling westbound on E. 11t" Street for crossing the on-
ramp was finalized with lowa DOT staff.
During the design process, coordination with the lowa DOT identified the need to
accommodate the planned reconstruction of the Pine Street and E. 9th Street/Kerper
Boulevard intersection. To avoid future removal of newly constructed improvements, the
trail design has been adjusted accordingly. As a result, bicycle connectivity through this
area will be provided via an on-street lane extending from the intersection to the limits of
the future reconstruction project.
DISCUSSION
Engineering staff worked in-house to create this trail connection while working diligently
with the lowa DOT.
The project will include the construction of a 10' wide mixed-use PCC concrete trail from
along Pine Street from E. 11t" Street to E. 9t" Street, with on-street bike lane
connectivity on E. 9th Street and E. 11t" Street. The project will include the following:
- 943 LF of PCC Concrete Trail

- 1,400 LF of On-Street Bike Lanes
- Rectangular Rapid Flashing Beacon (RRFB) Crosswalk on E. 11th Street
BID RESULTS
The lowa DOT received five (5) bids on May 19, 2026, for the Bee Branch Creek Trail
Project — Phase 3 Project, lowa DOT Project No. TAP-U-2100(711) --81-31. Valentine
Construction Co., LLC of Dubuque, IA, submitted the low bid in the base bid of
$205,741.89 which is 13.1% below the estimate of probable cost. A summary of the bid
proposal received is as follows:

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE BEE BRANCH CREEK
TRAIL PROJECT — PHASE 3 IOWA DOT TAP-U-2100(711)-81-31
WHEREAS, sealed proposals have been submitted by contractors for the Bee
Branch Creek Trail Project — Phase 3 Project, Iowa DOT Project No. TAP-U-2100(711) -
-81-31 , (the Project) pursuant to Resolution No. 168-26 and Notice to Bidders published
by the Iowa Department of Transportation; and
WHEREAS, said sealed proposals were opened and read by the Iowa
Department of Transportation on the 19th day of May 2026 and it has been determined
that Valentine Construction Co., LLC, of Dubuque, IA submitted low bid in the amount of
$205,741 .89, and is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1 . That the City concurs with awarding a Public Improvement Contract
for the Project subject to Iowa Department of Transportation concurrence and approval
of award to Valentine Construction Co., LLC and the City Manager is hereby directed to
execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
