CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION
5:30 p.m.
Wednesday, February 18, 2026
City Council Chambers, Historic Federal Building
Commissioners Present: Chairperson Beth McGrath, Vice Chairperson Aaron Miller;
Commissioners Rebecca Bruce, Julietta Scott, and Mark Ward.
Commissioners Excused: Michael Rabagia
Commissioners Unexcused: None.
Staff Members Present: Jason Duba.
CALL TO ORDER: The meeting was called to order by Chairperson McGrath at 5:30
p.m.
OATH OF OFFICE: Rebecca Bruce took her Oath of Office. She introduced herself to
the other members, and they introduced themselves to her.
MINUTES: Motion by Scott, seconded by Miller, to approve the minutes of the December
17, 2025 Long Range Planning Advisory Commission meeting as submitted. Motion
carried by the following vote: Aye— Miller, Scott, Ward, and McGrath; Nay— None; Abstain
— Bruce.
ACTION ITEM: None.
ITEMS FROM PUBLIC: None.
ITEMS FROM COMMISSION: Miller mentioned the new shuttle bus service from the
Dubuque airport to the Cedar Rapids airport as a positive development following the
cancellation of air service to Dubuque.
ITEMS FROM STAFF:
Imagine Dubuque update
Duba and the commissioners discussed selected items in the most recent quarterly
update to recommendations of the Imagine Dubuque Comprehensive Plan.

They reviewed the "At Risk" item related to small business development and
entrepreneurial cultivation. It was noted that the funding for the small business grant has
been used up. It did mention the Neighborhood Evolution classes for small developers,
which Scott said she is participating in and has found useful.
Economic Prosperity: Housing, 1.2.3: Inclusive Dubuque and Envision 2030. Duba
discussed the Envision 2030 effort, and they reviewed the 10 projects selected, noting
that volunteer groups have formed to work on them. He pointed out that several of them
are related to Imagine Dubuque recommendations and City Council Goals & priorities.
The new Housing Trust Fund coordinated by the Community Foundation was mentioned,
leading to a review of the handouts covering housing development, property taxes, and
TIF. The commissioners were aware that the state government is considering proposals
that could affect property taxes and TIF.
Sustainable Environment: Eco-Education + Participatory Conservation, 2.5.3 Zero
Waste Policy. Duba discussed that while there have been waste minimization efforts,
there has not been a push for a Zero Waste policy, so this recommendation was set to
Off Track. Miller asked if Zero Waste was even possible, and Duba said he would look
into that question.
Social + Cultural Vibrancy: Food, 3.1.4: Food programming. Duba shared about several
programs hosted at the Multicultural Family Center, including food pantry events, a
Columbian cooking class, an African American cooking class, and a Wellness Workshop.
Livable Neighborhoods + Housing: Housing, 4.2.2: Housing study. Duba mentioned
the housing needs assessment conducted by ECIA. He discussed the categories of data
included in the analysis. He shared that the two scenarios estimate that the county will
need between 1,937 and 2,560 new housing units between 2026 and 2035.
Community Facilities: Public Safety, 5.2.2: New 911 Center is operational. Duba stated
that Emergency Communications Department moved into their new facility on Chavenelle
Road in November, marking the completion of a long-term project that is a significant
upgrade.
Transportation + Mobility: Public Transportation, 6.2.1: Areas of Persistent Poverty
transit service study. Duba noted that the RFP has gone out, proposals were received,
and the selection committee will choose a consultant soon. Then that consultant will study
how the transit system meets the needs of residents in low income areas of Dubuque with
the goal of improving service.
Land Use: Multi-family, 7.2.1: New multi-family development. Duba referred to the
housing handout showing all the housing projects of various types and phases in the
development process. He noted that a goal of the Unified Development Code update is
to make it easier to develop affordable housing.

Unified Development Code update
This led into a discussion of the UDC update. Duba explained that the Planning Services
Department is reviewing a draft of the UDC. He noted that it is a rather slow process, so
things are taking a little longer than they hoped, but they are doing a careful review.
ADJOURNMENT: Motion by Scott, seconded by Miller, to adjourn the February 18, 2026
Long Range Planning Advisory Commission meeting. Motion carried by the following
vote: Aye — Bruce, Miller, Rabagia, Scott, Ward, and McGrath; Nay — None.
