Commissioners Present: Talma Brown, Dale Campbell, Renee Kehoe, and Gabriel Mozena Commissioners Absent: Dean Boles (excused absence) and Michelle Hinke (excused absence) Staff Present: Mary Bridget Corken-Deutsch and Stacey Weeber Public Present: Karla Escobar, Program Coordinator and Nicole Lytle, Program Coordinator from City of Dubuque Housing and Community Development Certification of Minutes — March 18, 2026 Commissioner Kehoe motioned to approve the Minutes for the March 18, 2026, Community Development Advisory Commission Meeting. Commissioner Brown seconded. Motion carried 4-0. Certification of Minutes — March 24, 2026 Commissioner Mozena motioned to approve the Minutes for the March 24, 2026, Community Development Advisory Commission Meeting. Commissioner Brown seconded. Motion carried 4-0. Correspondence/Public Input There was no public input. Reports a) Community Development Staff Karla Escobar, Program Coordinator from the City of Dubuque Housing and Community Development Department shared the following report from the Lead and Healthy Homes Program on an upcoming project. Escobar stated there is $300,000 in CDBG match funding to support the Lead and Healthy Homes Program. Lead funding is being used for the lead hazard control portion of the work, while CDBG funding is helping cover the eligible rehabilitation costs. Nicole Lytle, Program Coordinator from the City of Dubuque Housing and Community Development Department shared information from the Healthy Homes Program. Lytle shared $200,000 is CDBG match funding to complete full roof replacement. Old Business a. Application Process Corken-Deutsch shared a memo update on the CDBG Revolving Application Fund process, explaining direct solicitation, key differences between CDBG and Purchase of Service applications, and operational guidelines. Commissioner Mozena asked how direct solicitation works and what happens if the committee does not recommend an applicant. Corken-Deutsch explained that committee recommendations go to the City Council for final approval. Commissioner Mozena also asked how this relates to the City's financials and whether the committee can see quarterly the revolving application funds. Corken-Deutsch expressed willingness to meet with community partners, and there was interest from Commission in receiving quarterly information about revolving application funds and timeline to expend. 1 Page 50 of 1000 MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMISSION (APPROVED) Motion by Commissioner Mozena to have quarterly reports regarding revolving application funds and timeline to expend it. Commissioner Kehoe seconded. Motion carried 4-0. a) Public Hearing for FY2026 Annual Action Plan Amendment 2 Corken-Deutsch provided a memo regarding Amendment#2 to the FY26 CDBG Annual Action Plan reallocates increased program income to strengthen administration, support zoning and housing enforcement, add rental rehabilitation as an eligible activity, and continue funding for Crescent Community Health Center's mobile dental and imaging project. Motion by Commissioner Kehoe to open the public hearing for FY2026 Annual Action Plan Amendment 2. Seconded by Commissioner Brown. Motion carried 4-0. Motion by Commissioner Brown to close the public hearing for FY2026 Annual Action Plan Amendment 2. Seconded by Commissioner Kehoe. Motion carried 4-0. Motion by Commissioner Kehoe to approve the FY2026 Annual Action Plan Amendment 2. Seconded by Commissioner Mozena. Motion carried 4-0. b) Set Public Hearing for FY26 Amended Citizen Participation Plan Corken-Deutsch provided a memo requesting that the Community Development Advisory Commission set a public hearing on June 24, 2026, at 5:30 p.m. for the FY26 Amended Citizen Participation Plan. Motion by Commissioner Brown to set the public hearing for FY26 Amended Citizen Participation Plan for June 24, 2026, at 5:30 p.m., and authorize staff to publish public notice of public hearing and public comment period for 30 days from April 29t" —June 1S'. Seconded by Commissioner Kehoe. Motion carried 4-0. Reports a. Housing Commission The meeting minutes were included in the packet for reference. b. Resilient Community Advisory Commission No meeting minutes were available. c. Equity and Human Rights Commission The meeting minutes were included in the packet for reference. Information Sharinq a)Review FY27 Purchase of Services Timeline Corken-Deutsch shared a memo with the FY27 Purchase of Service timeline. Commissioner Mozena asked about Neighborhood associations. Corken-Deutsch stated they can use a 501(c)(3) umbrella to access Purchase of Services funding. Adiournment There being no further business to come before the Commission, Commissioner Kehoe moved to adjourn the meeting. Commissioner Brown seconded. Motion passed by voice vote.
