The estimated cost to construct the cycle track from 5t" Street to 19t" Street is $2.9 million. The State Recreational Trails grant from IDOT has $2.5 million available. The grant application request will be for $500,000 which would reduce the City funds required. The State Recreational Trails grant is set up with an 75% federal/25% local share. In this case, the local match for the $500,000 grant would be $167,000. The City has $9,770,000 budgeted for the Central and White project in the Fiscal Year 2027 — 3031 Capital Improvement Program that could be used as the local match. Additional grant funding is being applied for from the Dubuque Metropolitan Area Transportation Study (DMATS) Transportation Alternatives Program (TAP) grant program. This could be up to $905,000. Since those are federal funds, they could be used as the local match, and the State Recreational Trail funds could be used as the 20% local match for the federal grant. BACKGROUND The City Council, at their meeting on January 21, 2025, approved the Central Avenue and White Street Corridor Study. They adopted the Multi-Modal Alternative as their preference for the redevelopment and revitalization of the Central Avenue and White Street corridors. DISCUSSION The Multi-Modal Alternative includes a widened sidewalk on Central Avenue and a two- way raised cycle track on White Street. This State Recreational Trails grant application is for improvements to construct the two-way cycle track. The cycle track is planned to facilitate safe, convenient bicycle travel on a north-south street through the middle of downtown Dubuque. A key feature of this infrastructure is that it would be grade separated from the White Street roadway. The proposed cycle track will facilitate connections to destinations such as work, school, shopping, culture, and social throughout the downtown street network. The cycle track will also facilitate access to the existing multi-modal trail system. It will intersect the bike lanes on 9t" and 10t" streets, which are being extended to connect to a new segment of the Bee Branch trail in a construction project later this summer. The cycle track's northern end is at 19t" Street, and bike riders can also access the Bee Branch just a few blocks east of there. Once on the Bee Branch, people may access Chaplain Schmitt Island trails, the Jaycees Trail, the North End Trail, and the Heritage Trail. This project will provide funding to implement recommendations outlined in the adopted Central Avenue Streetscape Master Plan along Central Avenue between 11th and 22nd Streets, as well as recommendations from the traffic study for the Central and White Street corridors The Central Avenue and White Street corridor traffic study was completed in January 2025. Current funding is for the Central Ave &White St Design phase I, which includes design work for 1. Restriping the whole corridor(pavement markings)for transition for future construction and visual changes to the corridor, 2. On-Street Parking removal analysis for any off-street needs, 3. Construction design for Central Ave, White St, and the side streets in multiple sections (bite size pieces)from 14th St to 22nd St. and 4. Construction Design for the Cycle Track along the west side of White St. The FY26 includes $400,000 for engineering design services and $1 million to create proposed new public parking opportunities to replace on street spaces lost on Central and White Streets, if applicable. FY27 is funding for the restripe design of the entire Central Avenue and White Street corridor, 4th-22nd, and continue the FY26 design work. FY28 is improvements from 14th - 17th Street. FY29 is improvements from 17th -20th Street, and continue improvements to 14th -17th Streets. FY30 is funding for construction of the Cycle Track on the west side of White Street from 5th to 19th Street, and to continue improvements from 17th -20th Streets. The Corridor is beginning to see private investment in building improvements and business location. The implementation of public infrastructure improvements is needed to support and leverage that private investment by creating a more pedestrian-friendly, complete streets corridor and attracting residents from other areas of the community. It is anticipated that this project may have an impact on operating costs associated with infrastructure improvements, although those costs are unknown until the specific improvements and amenities in the corridor are identified and implemented. These costs will be integrated into the budgets of departments whose staff will be maintaining these improvements, as progress is made. This effort addresses the Comprehensive Plan goal of creating walkable, mixed-use areas. RELATIONSHIP TO OTHER PROJECTS This project is related to the adopted Central Avenue Streetscape Master Plan, the Central Avenue/White Street Traffic Study for 1-Way to 2-Way Conversion (Project#5524000038), Central Avenue Streetscape Design 1-Way to 2-Way(Project#5521000017), and Central Avenue Corridor Streetscape Master Plan Implementation (Project#6051000001). Whereas, the City of Dubuque City Council approved the Central Avenue and White Street Corridor Study in January 2025, adopting the Multi-Modal Alternative as their preference for the redevelopment and revitalization of the Central Avenue and White Street corridors. The Multi-Modal Alternative includes a widened sidewalk on Central Avenue and a two-way raised cycle track on White Street. Whereas, the planned 10' wide two-way cycle track will be located on the west side of White Street, extending from 5th Street to 19th Street. The cycle track will be separated from vehicle traffic, providing safety and comfort for bike riders through downtown Dubuque. The cycle track will intersect with existing and proposed bike lanes and facilitate connections to trails, helping to build a network of bicycle infrastructure. Whereas, the City is seeking funding through the IDOT State Recreational Trails grant to assist with funding the cost of constructing the described cycle track. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA THAT: Section 1. The City is hereby authorized to file the grant application with the Dubuque Metropolitan Area Transportation Study (DMATS) for the Federal Fiscal Year 2027-2030 funding cycle of the Transportation Alternatives Program (TAP) grant to assist with funding the two-way cycle track on White Street from 5th Street to 19th Street.
