resolution granting preliminary approval of the plans, specifications, form of contract,
and estimated cost of $80,000.00 for the Well No. 7 Rehabilitation - Phase 3 Project, set
the public hearing date of July 6, 2026, and hereby authorize the Water Department to
advertise the project for public bidding. Due to timing of the project, the funding for this
project will be subject to the first budget amendment in FY27.

INTRODUCTION
The purpose of this memorandum is to request authorization to establish the date for the public
hearing and to initiate the public bidding procedure for a Public Improvement Contract for
construction of the Well No. 7 Rehabilitation - Phase 3 Project. Due to timing of the project, the
funding for this project will be subject to the first budget amendment in FY27.
BACKGROUND
The City of Dubuque budgets for and conducts routine water well maintenance under the Wells,
Well Field, & Well Transmission Piping Repair and Rehabilitation Program (CIP No.
4281000006). The work includes repairs and rehabilitation associated with the City's
groundwater supply (wells, pumps, and motors) including source water protection of the well
field and the raw water transmission lines from the wells to the treatment plant.
The City draws from both shallow and deep wells and each well should be inspected routinely or
when capacity drops. The current practice is to evaluate the capacity of wells annually and pull
the equipment and inspect the wells every 5 years, barring any known issues.
DISCUSSION
Well No. 7 is pumping sand, which can lead to premature wear and tear of pump impellers,
possible plugging of the well transmission main, and increase overall electricity expenses. In the
most recent Well No. 7 rehabilitation project (Well No. 7 Rehabilitation Project 2024 — Phase 2),
the well was cleaned and the pump and motor were replaced. The original project included a
sand separator attached to the suction of the pump in the well, but this had to be excluded due
to permitting issues surrounding the coating system acceptability for material in contact with
drinking water (NSF Standard 61: Drinking Water System Components— Health Effects).
Instead, the pump was reinstalled to address capacity issues and address sand at a later date.

Following completion of the project in the Spring of 2026, Well No. 7 was put back into service
and it proceeded to pump sand at a rate higher than previously expected. Due to equipment
issues at the Eagle Point WTP, attributed to the amount of sand being introduced with raw water
from Well No. 7, operators have placed the supply well on standby.
Water Department staff reached back out to sand separator manufacturers and service
providers to follow up on potential alternative sand separator technologies. Options were
considered for at-grade units tied to the discharge of the pump and for alternative coating
systems or materials on a unit attached to the pump suction.
The Selected Alternative was a unit attached to the pump suction, as originally concepted with
the Well No. 7 Rehabilitation Project 2024 - Phase 2 project. However, the unit would be
custom cast and fabricated with Type 316 stainless steel components, which would comply with
NSF 61 requirements without a coating system.
Water Department staff have prepared the plans and specifications for the work, including
removal of the motor, well column piping, and pump assembly, installing the sand
separator, and reinstalling the pump and motor unit, including all piping and appurtenances.
The scope of work and bidding documents have been finalized and are now ready to be
advertised for bidding.
The Engineer's Construction Cost Estimate is $80,000.00.

ACTION TO BE TAKEN
I respectfully request that the City Council adopt the resolution granting preliminary approval of
the plans, specifications, form of contract, and estimated cost for the Well No. 7 Rehabilitation -
Phase 3 Project, set the public hearing date of July 6, 2026, and hereby authorize the Water
Department to advertise the project for public bidding. Due to timing of the project, the funding
for this project will be subject to the first budget amendment in FY27.

PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
WHEREAS, the Well No. 7 Rehabilitation - Phase 3 Project will generally consist
of the removal of the motor, well column piping, and pump assembly, installing the sand
separator, and reinstalling the pump and motor unit, including all piping and
appurtenances.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
Well No. 7 Rehabilitation - Phase 3 Project in the estimated construction amount
$80,000.00, are hereby preliminarily approved and ordered filed in the office of the City
Clerk for public inspection.
A public hearing will be held on the 6th day of July, 2026, at 6:30 p.m. in the
Historic Federal Building Council Chambers 350 W. 6th Street, Dubuque, Iowa, at which
time interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract and estimated cost of said Project, and the City Clerk be
and is hereby directed to cause the attached notice of the time and place of such
hearing to be published in a newspaper having general circulation in the City of
Dubuque, Iowa, which notice shall be published not less than four days nor more than
twenty days prior to the date of such hearing. At the hearing, any interested person
may appear and file objections to the proposed plans, specifications, form of contract, or
estimated cost of the Project.
The Well No. 7 Rehabilitation - Phase 3 Project is hereby ordered to be
advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The Water Department Manager is hereby directed to advertise for bids for the
construction of the improvements herein provided, by publishing the Notice to Bidders to
be published on the City of Dubuque website and a contractor plan room service with
statewide circulation, which notice shall be published not less than thirteen but not more
than forty-five days before the date for filing bids before 2:00 p.m. on the 9th day of July,
2026. Bids shall be opened and read by the City Clerk at said time and will be
submitted to the City Council for final action at 6:30 p.m. on the 20th day of July 2026, in
the Historic Federal Building Council Chambers 350 West 6th Street, Dubuque, Iowa.

hearing on the 6th day of July, 2026, at 6:30 p.m., in the Historic Federal Building, 350 W.
6t" Street, 2nd floor, Dubuque, lowa, at which meeting the City Council proposes to hold a
public hearing on the proposed plans and specifications, form of contract and estimate of
cost for the proposed Well No. 7 Rehabilitation - Phase 3 Project.
The Project generally consists of the removal of the motor, well column piping, and
pump assembly, installing the sand separator, and reinstalling the pump and motor unit,
including all piping and appurtenances. Work is located at the Well No. 7 site, a lot to
the northeast of the intersection of Lincoln Avenue and Shiras Avenue, in Dubuque,
lowa.
At the meeting, the City Council will receive oral and written comments from any resident
or property owner of said City to the above action. The official City Council agenda will be
posted the Friday before the meeting and will contain public input options. The agenda
