Council approve the plans, specifications, form of contract and construction estimate of
$3,600,300.00 for the Municipal Services Center Roof and HVAC Replacement Project
through the adoption of the attached resolution.
The estimate of probable cost for the Municipal Services Center Roof and HVAC
Replacement Project is summarized as follows:

SUBJECT: Municipal Services Center Roof and HVAC Replacement Project
Public Hearing
INTRODUCTION
This memorandum and attached resolution is in reference to the City Council public
hearing for the Municipal Services Center Roof and HVAC Replacement Project.
DISCUSSION
This project provides for replacement of the roof and two major HVAC units at the
Municipal Services Center, which was constructed in 2005. The existing roof has
reached the end of its expected 15-20 year service life and has experienced extensive
leaking over the past five years, increasing maintenance costs and creating risk to the
facility and the significant City-owned equipment and vehicles housed within. Roof
replacement will restore the building envelope, allow the facility to function as designed,
and reduce ongoing maintenance and repair needs.
The project also includes replacement of two HVAC units serving critical operational and
administrative areas of the facility. One unit serves the sign and traffic signal shops, while
the second provides air exchange for Public Works and Water Distribution administrative
areas, garage support spaces, and employee support areas. Failure of the latter unit
results in little to no air circulation, rendering workspaces nearly unusable during extreme
heat conditions. Replacement of these units will restore proper ventilation and climate
control, improve working conditions, and reduce operational and maintenance costs
associated with aging equipment.
PROJECT SCHEDULE
The proposed schedule for the project is as follows:
Initiate Public Bidding Process & Notice of Public Hearing June 1, 2026
Publish Notice to Bidders, Advertise for Bids June 3, 2026
Public Hearing on Plans & Specifications June 15, 2026
Receipt of Bid Proposals (Bid-Letting) July 9, 2026
Award Construction Contract July 20, 2026
Final Project Completion Date January 29, 2027

BUDGET IMPACT
The estimate of probable cost for the Municipal Services Center Roof and HVAC
Replacement Project is summarized as follows:

The Municipal Services Center Roof and HVAC Replacement Project will be funded
from the following funding sources from both the FY26 and FY27 budgets as described

ACTION STEP

plans, specifications, form of contract and construction estimate for the Municipal
Services Center Roof and HVAC Replacement Project through the adoption of the
attached resolution.

Whereas, the City Council, by Resolution No. 215-26, dated June 1, 2026,
preliminarily approved the plans, specifications, form of contract, and estimated cost for
the Municipal Services Center Roof and HVAC Replacement Project; and
Whereas, pursuant to published notice and published advertisement for bids, a
public hearing was held on June 15, 2026, on the plans, specifications, form of contract,
and estimated cost for the Municipal Services Center Roof and HVAC Replacement
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the attached plans, specifications, form of contract and estimate of total cost
for the Municipal Services Center Roof and HVAC Replacement Project in the estimated
construction amount of $3,600,300.00, are hereby approved.

PUBLIC NOTICE: is hereby given that the Dubuque City
Council will conduct a public hearing on the 15th day of June,
2026 at 6:30 p.m., in the Historic Federal Building, 350 W.
6th Street, 2nd floor, Dubuque, Iowa, at which meeting the
City Council proposes to hold a public hearing on the proposed
plans, specifications, form of contract and estimated cost for
the Municipal Services Center Roof and HVAC Replacement
Project.
The scope of the Project is as follows: This project will
provide for replacement of the roof and two major HVAC units
at the Municipal Services Center, which was constructed in

At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain

Written comments on the public hearing may be submitted to
