Van Milligen, City Manager FROM: Max O'Brien, Assistant Public Works Director— Project Manager DATE: June 8, 2026 SUBJECT: Municipal Services Center Roof and HVAC Replacement Project Public Hearing INTRODUCTION This memorandum and attached resolution is in reference to the City Council public hearing for the Municipal Services Center Roof and HVAC Replacement Project. DISCUSSION This project provides for replacement of the roof and two major HVAC units at the Municipal Services Center, which was constructed in 2005. The existing roof has reached the end of its expected 15-20 year service life and has experienced extensive leaking over the past five years, increasing maintenance costs and creating risk to the facility and the significant City-owned equipment and vehicles housed within. Roof replacement will restore the building envelope, allow the facility to function as designed, and reduce ongoing maintenance and repair needs. The project also includes replacement of two HVAC units serving critical operational and administrative areas of the facility. One unit serves the sign and traffic signal shops, while the second provides air exchange for Public Works and Water Distribution administrative areas, garage support spaces, and employee support areas. Failure of the latter unit results in little to no air circulation, rendering workspaces nearly unusable during extreme heat conditions. Replacement of these units will restore proper ventilation and climate control, improve working conditions, and reduce operational and maintenance costs associated with aging equipment.
