Chaney Traffic Signal Improvement Project to Portzen Construction in the amount of
$348,287.98, which is 17% above the estimate of probable cost.

Award Public Improvement Contract

INTRODUCTION
The attached resolution authorizes the award of the public improvement contract for the
Asbury, Carter, and Chaney Traffic Signal Improvement Project.
BACKGROUND
The traffic cabinet at the Asbury- Carter intersection was damaged in 2024 and remained
in red flash for several months because the underground conduit had deteriorated to the
point that the old wire could not be removed. Because of this issue the City decided to
make changes to the intersection to prepare for this mast arm project. The following items
were completed in 2024 to get the intersection operational: new traffic cabinet, battery
backup system, conduit and wiring were installed. With all these items completed and
able to be reused this makes adding the mast arms and ADA ramps easier at this
intersection.
The Asbury - Chaney intersection has the same aging underground infrastructure issues
that Asbury - Carter intersection had with deteriorated conduit and issues with detection
loops in the roadway. Because of these issues, the Asbury - Chaney intersection will
need to be reconstructed as well.
DISCUSSION
The Asbury, Carter, and Chaney Traffic Signal Improvement Project will provide for the
following:
Asbury - Carter Intersection
• Removal and replacement of the traffic signals.
• Installation of ADA compliant sidewalks and curb ramps.
• Removal and replacement of concrete curb, and street pavement in designated
locations.
• Installations of new pavement markings.
Asbury - Chaney Intersection
• Install new interconnect conduit, and traffic cabinet foundation
• Rewiring of the entire intersection.

• Removal and replacement of the traffic signals.
• Installation of ADA compliant sidewalks and curb ramps.
• Removal and replacement of concrete curb, and street pavement in designated
locations.
• Installations of new pavement markings.
With the installation of the new traffic signal mast arms at both intersections along Asbury
Road, the traffic signals will allow protected left turn movements and then switch to a
permissive left turn movement. Providing for both left turn options on Asbury at these
signalized intersections will be more efficient and safer for the traveling public. The
signals will be interconnected back to the Traffic Operations Center via fiber for control
and coordination of the signals. By coordinating the signals together, the signals will
operate more efficiently.
BID RESULTS
The City received sealed bids on June 4, 2026 for the Asbury, Carter, and Chaney Traffic
Signal Improvement Project. Portzen Construction. of Dubuque, lowa submitted the low
bid in the amount of $348,287.98 which is 17% above the estimate of probable cost. A
summary of the base bid proposals received is as follows:

In reviewing the bid proposals submitted by Portzen Construction, the cost to improve the
Asbury and Carter intersection was $33,887 above the estimate, and the cost to improve
the Asbury and Chaney intersection was $17,318 above the estimate. In reviewing the
estimated cost versus the bid line items received, the mobilization costs were higher
($18,000) than estimated; the asphalt pavement patching was higher ($10,000) than
estimated due to the small quantity; the sidewalk removal and replacement items were
($8,000) higher than the estimate; and the traffic signals and lighting items at the Asbury
and Carter intersection was $7,500 higher than estimated.
RECOMMENDATION
I recommend awarding the Public Improvement Construction Contract for Asbury, Carter,
and Chaney Traffic Signal Improvement Project to Portzen Construction in the amount of
$348,287.98.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE ASBURY, CARTER,
AND CHANEY TRAFFIC SIGNAL IMPROVEMENT PROJECT
WHEREAS, sealed proposals have been submitted by contractors for the
Asbury, Carter, and Chaney Traffic Signal Improvement Project, (the Project) pursuant
to Resolution No. 196-26 and Notice to Bidders published on the City of Dubuque, Iowa
website and plan room service with statewide circulation on the 22nd day of May 2026;
and
WHEREAS, said sealed bid proposals were opened and read on the 4th day of
June 2026 and it has been determined that Portzen Construction Co., of Dubuque,
Iowa, in the bid amount of $348,287.98, is the lowest responsive, responsible bidder for
the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1 . That a Public Improvement Construction Contract for the Project is
hereby awarded to Portzen Construction Co. and the City Manager is hereby directed to
execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved, and adopted this 15th day of June 2026.
