INTRODUCTION
The purposes of this memorandum are to provide information and request your approval
to award the Request for Bid (RFB) for the FY2027 winter season road deicer contract
with Compass Minerals America, Inc.
BACKGROUND
In May, with and on behalf of the cities of Asbury, Cascade, Epworth, Farley, Holy Cross,
and Peosta, along with the Dubuque Community School District, and the Western
Dubuque Community School District, the Public Works Department solicited bids for road
deicer salt for the coming winter season.
DISCUSSION
Bid proposals were solicited from four (4) suppliers for four (4) barges or 6,000 tons
of road deicer salt. The price received is listed below.
Cargill, Inc. No Bid
Compass Minerals America, Inc. 85.93
Central Salt, Inc. 133.82
Morton Salt, Inc. No Bid
The lowest price received was from Compass Minerals America, Inc and is a 21.2%
increase from the $70.89 price we paid last season. Much of this increase is attributed to
fuel pricing increase. The State is also seeing a similar increase in their bid pricing.
As part of the bid package, the City does require a performance bond from the Vendor.
Compass Minerals America has provided road salt to the City of Dubuque in the past.
BUDGET IMPACT
The final cost for deicer salt is based on the total amount received. I am estimating that
the city share of the order will be 4,500 tons (+/-) at an estimated total cost of $386,685.

The remaining salt will be purchased by our bid partners and stored at our Purina Drive
facility. All costs related to the purchase of salt for our bid partners will be covered 100%
by our bid partners. The estimated 1,500 tons for bid partners will be $128,895 for a
contract total of $515,580.

The proposed funding for the project would use Road Use Tax budgeted in FY2027
($344,784) and require FY2026 carryover Road Use Tax funds ($222,354) from vacancy
savings and Salt savings to be approved as part of FY2028 Budget Amendment #1, at a
future City Council Meeting.
Budget Manager Laura Bendorf has reviewed this request and determined that this is an
appropriate use of these funds.
ACTION STEP
I respectfully request the City Council award the FY2027 winter season road deicer
contract with Compass Minerals America, Inc in the amount of $567,138.

RESOLUTION NO. 259-26
AWARDING ROAD DEICER SALT CONTRACT FOR THE CITY OF DUBUQUE
WHEREAS, sealed bids have been submitted by vendors for the purchase of Road
Deicer Salt, (the Product) pursuant to Notice to Bidders published on the City of Dubuque,
Iowa website and plan room service with statewide circulation on the 3rd day of June 2026;
and
WHEREAS, said sealed proposal was opened and read on the 16th day of June
2026 and it has been determined that Compass Minerals of America, Inc of Kansas City,
Kansas submitted low bid in the amount of $85.93 per ton, and is the lowest responsive,
responsible bidder for the Product.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. That a Contract for the Product is hereby awarded to Compass
Minerals of America, Inc and the City Manager is hereby directed to execute a Contract
on behalf of the City of Dubuque for the Project.
Passed, adopted, and approved this 6th day of July 2026.
