Lester, Water Department Director DATE: June 26, 2026 RE: Eagle Point Park Water Tower Deconstruction Project — Project Acceptance and Resolution INTRODUCTION The purpose of this memorandum is to request Project Acceptance and to authorize the final payment to the construction contractor for the Eagle Point Park Water Tower Deconstruction Project (CIP No. 4281000070). BACKGROUND As part of the Zone 2 Improvements project, the City completed critical upgrades to the Water Distribution System to address issues such as low pressure and to improve flow capacity during fire suppression events. A major component of this project was the construction of a new 1.25-million-gallon composite - style water tower on Roosevelt Street. The new tower was designed and installed to replace the aging 0.5-million-gallon elevated tower at Eagle Point Park, which was functionally obsolete. It was determined, the Eagle Point Park tower would require substantial structural repairs, along with a complete replacement of its internal and external coatings, with estimated rehabilitation cost totaling $692,000. The funds instead were used to advance the construction of the Roosevelt Street Water Tower. With the completion of the Roosevelt Street water tower in December 2020, the Eagle Point Park tower was removed from service and disconnected from the distribution system. The City of Dubuque's Water Department solicited competitive quotations. The bidding specification was prepared by the City's project engineering consultant, Dixon Engineering, and the project was publicly advertised on September 23, 2025. Quotations were received and publicly read on October 3, 2025. The contract was awarded to Iseler Demolition Inc. of Port Hope, Michigan in the amount of $115,300.00. DISCUSSION The construction administration and construction engineering (inspection) were completed by Dixon Engineering under a Professional Services Agreement (separate from this Contract). Page 632 of 853 The Eagle Point Park Water Tower Deconstruction Project site work was started in October of 2025 with deconstruction completed in November of 2025, with site stabilization vegetation confirmed established in May of 2026. Final construction costs are $115,300.00. BUDGETIMPACT The total Contract Price is $115,300.00, which is equal to the awarded bid amount. Funding for this project was provided through CIP No. 4281000070 — EPP Water Tower Demo, which currently has a remaining encumbrance balance of $5,765.00 (as of 06/26/2026) for this contract. This is the amount required cover the final payment request amount of $5,765.00. REQUESTED ACTION I respectfully request the City Council to adopt the attached resolution to accept the improvements and authorize the final payment to the construction contractor for the Eagle Point Park Water Tower Deconstruction Project (CIP No. 4281000070). The original contract price was $115,300 and there were no change orders. Our inspections have verified that this work has been completed per the project specifications. Our inspections have verified that all work has been satisfactorily completed and we are not aware of any outstanding claims on the project. Based on this information and our inspection reports, we recommend the payment be made less the to Iseler Demolition, Inc. in the amount of $109,535 less any liquidated damages the City assesses. (Contractor), and the Water Department Director has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $115,300.00-1 and WHEREAS, the Contractor has previously been paid $109,535.00, leaving a balance of $5,765.00-1 and WHEREAS, the City Council finds that the recommendation of the Water Department Director should be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the Water Department Director is approved and the Project is hereby accepted. Section 2. The Chief Financial Officer is hereby directed to pay the balance of the retainage of $5,765.00 as provided in Iowa Code Chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code Chapter 573 or Iowa Chapter 26.13.
