BACKGROUND Rain events continually erode the creeks and streams, especially at locations where existing water mains must cross the waterway. Water mains are becoming exposed and at risk of being damaged and washed out. These water mains need to be protected from existing creek bank damage and to help protect the water mains from being damaged from future rain events. Under the Master Services Agreement and Task Order 11, MSA Professional Services was selected in October 2023 to provide design services for the Water Main Creek Crossing Improvement Project. Plans, specifications, and a cost estimate for the project were completed and advertised for bidding. Bid solicitations for the Radford Road Water Main Creek Crossing Improvement Project were distributed to local excavating contractors. McDermott Excavating of Dubuque, Iowa submitted the apparent low bid in the amount of $18,650.00, with Alternate 1 priced at $8,140.00, for a total bid of $23,125.00. DISCUSSION The construction administration and construction engineering (inspection) were completed by MSA Professional Services of Dubuque, Iowa under Master Services Agreement and Task Order 11 (separate from this Contract).
