Water Department Director Christopher Lester is recommending City Council adopt the
attached resolution to accept the improvements and authorize the final payment to the
construction contractor for the Radford Road Water Main Creek Crossing Improvement
Project (CIP No. 4281000016).
The Radford Road Water Main Creek Crossing Improvement Project construction
project was publicly bid and awarded to McDermott Excavating of Dubuque, Iowa.
Construction was started in April of 2026 with construction completed in April of 2026,
with site stabilization vegetation confirmed established in June of 2026. Final
construction costs are $18,150.50.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The purpose of this memorandum is to request Project Acceptance and to authorize the final
payment to the construction contractor for the Radford Road Water Main Creek Crossing
Improvement Project (CIP No. 4281000016).
BACKGROUND
Rain events continually erode the creeks and streams, especially at locations where existing
water mains must cross the waterway. Water mains are becoming exposed and at risk of being
damaged and washed out. These water mains need to be protected from existing creek bank
damage and to help protect the water mains from being damaged from future rain events.
Under the Master Services Agreement and Task Order 11, MSA Professional Services was
selected in October 2023 to provide design services for the Water Main Creek Crossing
Improvement Project. Plans, specifications, and a cost estimate for the project were completed
and advertised for bidding.
Bid solicitations for the Radford Road Water Main Creek Crossing Improvement Project were
distributed to local excavating contractors. McDermott Excavating of Dubuque, Iowa submitted
the apparent low bid in the amount of $18,650.00, with Alternate 1 priced at $8,140.00, for a
total bid of $23,125.00.
DISCUSSION
The construction administration and construction engineering (inspection) were completed by
MSA Professional Services of Dubuque, Iowa under Master Services Agreement and Task
Order 11 (separate from this Contract).
The Radford Road Water Main Creek Crossing Improvement Project construction project
was publicly bid and awarded to McDermott Excavating of Dubuque, Iowa. Construction was
started in April of 2026 with construction completed in April of 2026, with site stabilization
vegetation confirmed established in June of 2026. Final construction costs are $18,150.50
The contract adjustments are based on installed quantities as recorded and approved
through payment applications.

BUDGETIMPACT
The total Contract Price is $18,150.50, which is less than the awarded bid amount of
$23,125.00. Funding for this project was provided through CIP No. 4281000016 — Water Main
Creek Crossing, which currently has a remaining balance of $5,878.23 (as of 06/25/2026),
sufficient to cover the final payment request amount of $903.73.
REQUESTED ACTION
I respectfully request the City Council to adopt the attached resolution to accept the
improvements and authorize the final payment to the construction contractor for the Radford
Road Water Main Creek Crossing Improvement Project (CIP No. 4281000016).

Dear Mr. Schneider,
This letter is to inform you of the completion of the Creek Crossing Restoration — Radford Road project.
In accordance with the Vendor Service Agreement, all work has been completed and deemed acceptable.
McDermott Excavating completed the majority of the work on April 14, 2026, with the final restoration and
seeding taking place on April 29, 2026. MSA conducted site visits on June 1, 2026 and June 22, 2026 to
inspect the establishment of the seeding. As of the inspection on June 22, 2026, the seeding is
determined to be well -established.
Therefore, it is our recommendation to proceed with final project closeout for the Creek Crossing
Restoration — Radford Road project.

RESOLUTION NO. 261-26
ACCEPTING THE RADFORD ROAD WATER MAIN CREEK CROSSING
IMPROVEMENT PROJECT AND AUTHORIZING FINAL PAYMENT TO THE
CONTRACTOR
WHEREAS, the Radford Road Water Main Creek Crossing Improvement Project
(the Project) restored the south bank of the Middle Fork Catfish Creek located north of
Radford Road and south of the Chicago Central & Pacific Railroad to prevent further
erosion and risk the exposure or undermining of the watermain; and
WHEREAS, the Public Improvement Contract for the Project has been completed
by the contractor, McDermott Excavating (Contractor), and the Water Department
Director has examined the work and recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $18,150.50; and
WHEREAS, the Contractor has previously been paid $17,246.77, leaving a
balance of $903.73; and
WHEREAS, the City Council finds that the recommendation of the Water
Department Director should be accepted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the Water Department Director is approved
and the Project is hereby accepted.
Section 2. The Chief Financial Officer is hereby directed to pay the balance of the
retainage of $903.73 as provided in Iowa Code Chapter 573, and to pay such retainage
in accordance with the provisions of Iowa Code Chapter 573 or Iowa Chapter 26.13.
