Council approval of the FY2026 Annual Action Plan Non -Substantial Amendment #3 as

The Community Development Advisory Commission unanimously approved this
amendment on June 24, 2026, and recommends City Council adoption of the amended
changes.

Introduction
This memorandum transmits information on the Community Development Block Grant
(CDBG) FY26 Annual Action Plan Non -Substantial Amendment #3.
Background
On April 22 2026, Community Development Advisory Commission (CDAC) approved
the FY26 CDBG Annual Action Plan Amendment #2 which included the Revolving
Application Fund. Subsequently, on June 24, 2026, CDAC approved allocating
$19,425 in CDBG funds to the Dubuque Rescue Mission. The Dubuque Rescue
Mission — Low -Income Apartment Rehabilitation project meets the CDBG National
Objective of Low/Moderate-Income Housing. The project qualifies under Eligible
Activity 14B — Rental Rehabilitation; Multi -Unit Residential. The project includes the
rehabilitation of two low-income rental units located at 1598 Jackson Street. CDAC
approved funding for this activity to be included in the FY26 CDBG Annual Action Plan
Amendment #3.
Discussion
FY2026 Annual Action Plan Non -Substantial Amendment #3 reallocates $19,425 from
the Revolving Application Fund to the Dubuque Rescue Mission — Low -Income
Apartment Rehabilitation project. This amendment does not increase the overall
FY2026 CDBG budget; it simply reallocates existing CDBG funds previously designated
for the Revolving Application Fund to the Dubuque Rescue Mission project.
As a result, the total FY2026 CDBG allocation for the Dubuque Rescue Mission project
is $19,425.
Pursuant to the City's Citizen Participation Plan, this funding reallocation qualifies as a
Non -Substantial Amendment. Non -Substantial Amendments shall be adopted by
Resolution of the City Council after the review and recommendation of the Community
Development Advisory Commission.

amendment on June 24, 2026, and recommends City Council adoption of the amended
changes.
Recommendation
I respectfully request the City Council approve the FY2026 Annual Action Plan Non -

A RESOLUTION ADOPTING THE FISCAL YEAR 2026 (PROGRAM YEAR 2025)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN
NON -SUBSTANTIAL AMENDMENT #3
Whereas, the City of Dubuque, through a series of public meetings and hearings,
proposed a Fiscal Year 2026 (Program Year 2025) Community Development Block
Grant Annual Action Plan for inclusion in the City Budget addressing housing and non -
housing needs in the community; and
Whereas, the Community Development Advisory Commission held a public
meeting on June 24th, 2026 to receive community input on the Non -Substantial
Amendment #3 to the Fiscal Year 2026 (Program Year 2025) Community Development
Block Grant Annual Action Plan; and
Whereas, the Community Development Advisory Commission unanimously
recommended the City Council approve Non -Substantial Amendment #3 to the Fiscal
Year 2026 (Program Year 2025) Community Development Block Grant Annual Action
Plan on June 24, 2026.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Community Development Block Grant Fiscal Year 2026
(Program Year 2025) Annual Action Plan Non -Substantial Amendment #3, attached
hereto and incorporated herein by reference, is hereby approved.
Section 2. That the Mayor of the City of Dubuque is hereby authorized to execute
the Fiscal Year 2026 (Program Year 2025) Annual Action Plan Non -Substantial
Amendment #3 for the use of Community Development Block Grant funds in accordance
with the adopted budget.
Section 3. That the Mayor of the City of Dubuque is hereby authorized and directed
to designate the City Manager or the Housing and Community Development Director to
execute all related documents on behalf of the City of Dubuque, Iowa.

The City of Dubuque distinguishes between four different but complementary areas of program
development in its overall CDBG program: Administration, Housing Development,
Neighborhood Development, and Public Facilities. The following description of activities
summarizes the projects to be completed in the FY 2026 Annual Action Plan with the use of
CDBG funds.

CDBG regulations limit expenditure on planning and administrative funds to 20% of the current year
program income plus the current entitlement. The proposed resources for administration support the
plan's current requirements.

Staff support for general management. Oversight and coordination of the Community Development Block
Grant program; assures compliance with federal regulations and reporting requirements.
Housing & Community Development Administration $216,000
On -going staff support for general management, oversight, and coordination of the Community
Development Block Grant housing programs.
