(Ord. 59-14, 10-6-2014) 2-8-2: PURPOSE: The purpose of the commission is to build the community through arts and cultural programs by developing visibility, funding, audiences, information, and partnerships. The commission plans, promotes, and encourages programs to further public awareness of, accessibility to, participation in, and support for the artistic and cultural development of the city and makes recommendations to the city council regarding the establishment of arts and cultural policies and programs, the expenditure of budgeted funds on arts and cultural activities, and the implementation of programs. (Ord. 59-14, 10-6-2014) 2-8-3: INTERNAL ORGANIZATION AND RULES: The commission may adopt rules and regulations to govern its organizational procedures as may be necessary and which are not in conflict with this code or the Iowa Code. (Ord. 59-14, 10-6-2014) 2-8-4: PROCEDURES FOR OPERATION: All administrative, personnel, accounting, budgetary, and procurement policies of the city govern the commission in all its operations. (Ord. 59-14, 10-6-2014) 2-8-5: MEMBERSHIP: A. The commission comprises seven (7) residents of the city, appointed by the city council B. Special qualifications: 1. Four (4) members must have significant knowledge and/or experience and demonstrate interest in one or more areas of the arts and cultural affairs, including but not limited to: music, dance, literature, visual arts, theater, folk arts, media arts, design or arts education. Ord.45-25, 12-1-2025) 2-8-6: OATH: Each person, upon appointment to the commission, must execute an oath of office at the first meeting of the commission following the appointment or at the city clerk's office any time prior to the first meeting of the commission. (Ord. 59-14, 10-6- 2014; amd. Ord. 23-24, 6-17-2024) 2-8-7: TERMS: The term of office for commissioners is three (3) years or until such commissioner's successor is appointed and qualified. (Ord. 59-14, 10-6-2014; amd. Ord. 5-23, 2-10-2023; Ord. 23-24, 6-17-2024) 2-8-8: VACANCIES: Vacancies must be filled in the same manner as original appointments. (Ord. 59-14, 10-6-2014) 2-8-9: OFFICERS/ORGANIZATION: The commissioners must choose annually a chairperson and vice chairperson, each to serve a term of one year. The chairperson must appoint a secretary, who need not be a member of the commission. The commissioners must fill a vacancy among its officers for the remainder of the officer's unexpired term. (Ord. 59-14, 10-6-2014) 2-8-10: MEETINGS: A. Regular Meetings: The commission must meet monthly. B. Special Meetings: Special meetings may be called by the chairperson or at the written request of a majority of the commissioners. C. Open Meetings: All meetings must be called and held in conformance with the Iowa open meetings law. D. Attendance: 1. In the event a commissioner has been absent for three (3) or more consecutive meetings of the commission, without being excused by the chairperson, such absence will be grounds for the commission to recommend to the city council that the position be declared vacant and a replacement appointed. 2. Attendance must be entered upon the minutes of all meetings. E. Minutes: A copy of the minutes of all regular and special meetings of the commission must be filed with the city council within ten (10) working days after approval by the commission, or by the next regularly scheduled city council meeting, whichever is later. F. Quorum: Four (4) commissioners constitute a quorum for the transaction of business. The affirmative vote of a majority of the commissioners present and voting is necessary for the adoption of any motion or resolution. (Ord. 59-14, 10-6-2014; amd. Ord. 55-19, 12-16-2019; Ord. 23-24, 6-17-2024) 2-8-11: COMPENSATION: Commissioners serve without compensation, provided that they may receive reimbursement for necessary travel and other expenses while on official commission business within the limits established in the city administrative policies and budget. (Ord. 59-14, 10-6-2014) 2-8-12: REMOVAL: Except as provided in subsection2-8-10D1 of this chapter, the city council may remove any commissioner for good cause. (Ord. 31-15, 5-18-2015) 2-8-13: POWERS: The commission has the following powers, duties, and responsibilities: A. To promote, educate, and create awareness for arts and cultural activities; B. To develop and increase the market for arts and cultural activities; C. To facilitate and convene partnerships for arts and cultural activities; D. To act in an advisory capacity to the city council in all matters pertaining to the arts and cultural environment; F. To make recommendations to the city council on the allocation of budgeted city funding for arts programs and services; G. To recommend applications and solicitations for grants, gifts, and donations from individuals, groups, organizations, and agencies, both private and public, for any purpose consistent with the purposes of the commission; H. To make recommendations regarding city sponsorship of public programs to further the development of public awareness of and accessibility to arts and culture programs and activities; I. To work with area organizations on broad community issues in which a cultural perspective is relevant and desirable; and J. To engage in comprehensive planning for the cultural development of the city. Three years ago, I moved to Dubuque after graduating from college and beginning my career with Cottingham & Butler. What was initially a career move quickly became much more. I fell in love with Dubuque's historic charm, beautiful riverfront, strong sense of community, and the abundance of outdoor recreation opportunities that make this city such a special place to live. I have always been passionate about sports, the outdoors, and community involvement. During college, I was fortunate to be part of three National Championship rugby teams, an experience that taught me the value of teamwork, commitment, and leadership. Outside Page 744 of 853 of work, I enjoy sports, fishing, landscaping, gardening, and spending time outdoors whenever possible. These interests have given me a deep appreciation for the importance of well -maintained parks, trails, recreational programs, and public spaces. My primary motivation for applying to the Parks & Recreation Commission is to become more involved in the community that has given me so much over the last several years. I want to move beyond simply enjoying everything Dubuque has to offer and become an active participant in helping shape its future. I believe the Parks & Recreation Commission plays a critical role in maintaining and enhancing the quality of life that attracts residents, families, and visitors to our city. I am also motivated by the example set by my late grandmother, Jackie Hermann, who passed away recently at the age of 98. She dedicated much of her life to serving her community in New Berlin alongside my grandfather. Together, they were recognized as Citizens of the Year, participated in the Historical Society and Veterans of Foreign Wars, helped plan community memorials, and worked tirelessly to make their city a better place. Before her passing, my grandmother was honored with the Key to the City of New Berlin in recognition of her lifelong service. Her commitment to civic engagement and community stewardship has been a tremendous inspiration to me, and I hope to honor her legacy through service of my own. I would be honored to serve on the Parks & Recreation Commission and contribute my perspective, enthusiasm, and dedication to helping preserve and enhance the parks, recreation programs, and outdoor spaces that make Dubuque such a wonderful community. I studied art, graphic design and English, and am currently a freelance writer and visual artist working in conceptualism, having recently exhibited locally and regionally. I'm also a regular contributor to 3651NK, writing features on local arts and cultural events. After the onset of the pandemic, I felt a growing need for personal connection. This led me to volunteer for the Dubuque Pride Festival planning committee in 2023. After two years of service, I and three others formed DBQ Pride, Inc., the area's sole LGBTQ+ nonprofit, so that we could expand the festival and offer more opportunities for those seeking community throughout the year. I currently serve as board vice president and on the festival planning committee. All this to say that when I see space for greater opportunities to connect, I'm naturally inclined to help build them. Since art is my first love, I felt compelled to pursue a seat on the Arts and Cultural Affairs Advisory Commission. I believe that my perspective as an artist coupled with my experiences on boards and committees have prepared me for the requirements of the commission. As an artist, my personal practice tends to be solitary, and I long for greater creative connection but have struggled to find a sense of place. It's been through recent interactions with other creatives that I've learned my experience is not unique. Knowing that this disconnect exists for others as well, and that our city has great opportunities to be part of the arts but that they could be better utilized by more citizens to the enrichment of all, I feel a responsibility to help bring greater exposure to arts and cultural opportunities while making space for all creatives to thrive. While love my positions on the DBQ Pride board and the UnityPoint Health — Finley Patient and Family Advisory Council, serving on the Advisory Commission would allow me to utilize my passion for art, creativity and the preservation of cultural heritage by uniting people for recreation and personal enrichment in new, exciting ways. It exhilarates me to consider what contributions I could make to my city, to fellow artists and to the legacy of Dubuque. These opportunities brought much fulfillment as I saw the enjoyment and engagement it brought for others. Many in attendance have taken the skills they learned to continue their own creative practice; as an artist, nothing brings more joy than seeing art and culture change lives in real time. Bringing people into creative spaces, to lesser known or forgotten art forms, and helping in the preservation of our unique cultural heritage while building upon it to ensure its future is exhilarating for me and I hope to be afforded the opportunity to give back through service on the Arts and Cultural Affairs Advisory Commission. My name is Kaitlyn Neises-Mocanu, and I'm applying for a seat on the Zoning Advisory Commission. I grew up in this region and returned to Dubuque a couple of years ago after a decade of public health and health systems work, including in the Northern Mariana Islands. currently work as a Senior Clinic Administrator with UnityPoint Clinic here in Dubuque. I'm interested in zoning because it shapes how a community grows and how people actually experience their neighborhoods. My background is rooted in a Health in All Policies approach, the idea that health happens where we live, work, learn, and play, and zoning is one of the most direct ways a community shapes those conditions. I see this as systems work, balancing development, livability, and long-term planning in a way that affects real outcomes for real people.
