INTRODUCTION
This memorandum is to inform you that staff will present an overview of the City of
Dubuque Financial Assistance Programs Eligibility Form at the upcoming City Council
Meeting on July 7, 2026. The presentation will highlight the application's development,
implementation plan, and anticipated outcomes, with a focus on improving resident
access to Financial Assistance Programs.

The Office of Community Impact and Neighborhood support has identified several
barriers that impede our residents' ability to access essential Financial Assistance
Programs.
The City of Dubuque Financial Assistance Programs Eligibility Form has been
developed to-
• Address challenges experienced by our residents and staff which hinder access
to available Financial Assistance Programs
• Create a simpler, more user-friendly pathway to services
• Strengthen cross -departmental collaboration
• Establish a more efficient referral and follow-up process
• Enhance the overall resident experience when seeking support
DISCUSSION
During the City Council Presentation, staff will provide:
• An overview of the application's design and key partnerships.
• A workflow chart for the resident application experience.
• A summary of benefits and recommended next steps.
This presentation will demonstrate how the City of Dubuque Financial Assistance
Programs Eligibility Form aligns with and advances the City Council's five-year goals of -
