Zoning Board of Adjustment Minutes Page 16 of 853 CITY OF DUBUQUE - COMMISSION MEETING MINUTES GOVERNMENTAL BODY: Resilient Community Advisory Commission (RCAC) DATE: 05/07/2026 TIME: 5:00 pm LOCATION: Jule Operations and Training Center (JOTC) Circle Conference Room, 949 Kerper Blvd. MEMBERS PRESENT: Nolan Bielinski, Lalith Jayawickrama, Robin Kennicker, Rachel Boeke MEMBERS ABSENT: Dave McDermott STAFF PRESENT: Michelle Kim and Green Iowa AmeriCorps member Lizzie Sulla Lucas Delaney notified that he will not be in attendance, so there is a change to the agenda. He will not be able to be sworn in for the foreseeable future due to personal reasons. Robin Kennicker called the meeting to order at 5:13pm TEST AGENDA MINUTES APPROVAL: Nolan motions to approve, Lalith seconds • Vote: • 4 — yes; 0 — No; 0— Abstain • Motion carries PUBLIC COMMENT: • NA NEW BUSINESS: a) Goal setting a. New goals: Advise for updating of City Parks signage — some faded; advise council to adopt policy on Data Centers — usage of natural resources, electricity, land,• Advocate for and edit the city farmland leases, focus on assigning $ amount to sustainability measures b. Keeping: SD grants, Climate Action Coordinator permanent position, insulation inspections, advise for SBT, etc c. Successes: Letter in support of extension of the Climate Action Coordinator, Money from IRA rebate given to municipal solar projects, Supported and reviewed YCAF microgrants, Started process of reviewing city farmland leases and compiling potential sustainability measures, Award SD grant money, foster meeting with staff to facilitate community planning, d. Nolan motions, Rachel seconds, unanimous yes b) Sustainable Dubuque Community Grants update a. Recipients required to present to committee, rework evaluation rubric/guidelines for application, no seed funding to start a business, eligibility change — every other year, change alignment with city plans to just CAP, remove neutral from "positive or neutral impact to Page 28 of 853 identified groups", shorter word limits for grant narrative, longer explanation of how project aligns with CAP/SD goal, Old Business: a) Data centers — letter writing a. Nolan volunteered to draft letter, brought brief of impacts and things to consider for recommendation to CC b. Rachel motion, Robin seconds, unanimous yes c. Will send out prior to next meeting d.
