measure all macadam broken for the city carried Annual reports were read for the fiscal year ending Feb 29 1888 of the auditor treasurer marshall attorney city attorney and chief of the fire departmetn showing the amounts of receipts and disbursements of the city finances the cost of maintaining and operating the different departments under the city's control a statement of the legal cases of which the in which the city is a party and the damgs of the of the police and fire department togther with a number of recommendations from the chief officers for the consideration of the council during the present On motion of Ald Mulkern the reports of the officer were referred to the finance committee for printing in book form as soon as possible. in the chair Present Ald Byrne Kenneally Meyer Mulkern Parker Rand and Trexler Resolutions Ald Mulkern offered the following resolution which upon Regular Session March 5 1888 Mayor Voelker in the chair Present Ald Byrne Kenneally Meyer Mulkern Parker Rand and Trexler was adopted Resolved by the city council of the city of Dubuque that from and after this date the grading of the streets and alleys where practable shall be done by the city by day work under the supervision of the street committee and city engineer and that all bids by contractors for macadamizing paving and guttering shall be by the square yard Ald Rand offered the following resolution which upon his motion was adopted Resolved by the city council of the city of Dubuque that the city recorder be and is hereby instructed to issue a venire to the city marshall commanding him to summon a jury according to ordinance to assess the damages to the property necessary to be taken for right of way for the proposed new street leading from west locust street to seminary street and gold street at the west end of Coxs add according to a plat furnished by the city engineer Ald rand offered the following resolution which upon his motion was adopted Resolved by the city council of the city of Dubuque that west seventeenth from Clark Street to Cox Street be brought to its proper grade. ald Trexler offered the following resolution be it resolved by the city council of the city of Dubuque that the city recorder be instructed to draw a warrant for 210.00 in favor of the city marshall allowing 10% for more licenses collected than his predessor Ald Mulkern moved that the resolution be laid on teh table lost by the following vote Ayes Ald Kenneally Mulkern and Parker Nayes Ald Byrne Hayden Meyer Rand and Trexler Ald Rand moved to amend the resolution by making the amount 5 percent of the amount over and above his predessor carried The resolution as amended was adopted Ald Hayden offered the following resolution which upon his motion was adopted Where as the city treasurer has called the attention of the council by tabulated statemetn which is presented herewith to differences existing between the books of the auditor and treasurer which shows they have been out of balance since 1874 to 1886 inclusive in amounts ranging from 2500 to 2000 therefore be it Resolved by the city council of the city of dubuque that the mayor of treasurer be authorized to engage an expert accountant to examine the books for the years named and to report to the council the result of such examination ald Trexler offered the following resolutin which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that a globe gas lamp be placed on the cor of 18th and White st in front of motion was adopted Be it resolved by the city council of the city of Dubuque that Mrs Everett be allowed to pay 1/2 of special assessment on Lake Street in six months Ald Trexler offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city council of the city of Dubuque that the street commissioner be instructed to arch 14th street sewer sewer from Pine to Maple Streets Ald Parker offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the city attorney in connection with the mayor be and is hereby directed and empowered to settle the cases of Bolt vs City of dubuque Kringle vs city of dubuque and city of Dubuque vs Jm O"meara et al and report their action in said cases to council Ald byrne moved that when we adjourn we do so to meet Wednesday evening mch 7 at 7:30 pm carried Rules were suspended and jos Strinsky was given permission to address the council Mr Strinskey addressed the council at length on the matter of dispensing with the services of the engineer for the reserve engine Ald Hayden moved that peter Martin be allowed 10.00 per month extra her report be adopted carried Ald Trexler moved that the recorder be instructed to draw a warrant in favor of cash of the jurors for 2.00 carried Ald Kenneally chairman of the committee appointed to investigate the in which High Street was improved reported that the committee found the street done according to plans and specifications report adopted Rules were suspended and B E Linehan addressed the council briefly on the matter of the noise made by the horses in the patrol house which disturb the rest of those living in adjoining houses ald trexler moved that the repeater connected with the Gamewell Fire alarm system be purchased for 450.00 carried Health Physician Greene and City Engineer Evans reports were read and referred to the finance committee for printing Ald Meyer moved that when adjourn we do so to meet on Mch 21 1888 at 7 oclock pm carried Ald Mulkern offered the following resolution which upon his motion was adopted Resolved by the city council of the city of Dubuque that the city engineer be instructed to correpond with teh manufacturers of steam street rollers for catalogue Adjourned Regular Session March 7 1888 Mayor Voelker in the chair Present ald Kenneally Kleinschmidt Meyer Mulkern Parker Rand and Trexler and prices with the view of purchasing of one for the use of teh city and report to the city council ald Mulkern offered the following resolution which upon his motion was adopted Resolved by the city council of the city of Dubuque that the contracts for improvements on Lake Street from the M and NW Railroad track to Fengler street be and the same is hereby cancelled Ald Meyer moved that the finance committee be instructed to have 500 of the annual reports printed carried Ald Meyer of moved that the matter of purchasing more fire alarm boxes be referred to a special committee consisting of one ald from each ward carried The following ald were appointed Kenneally Hayden Trexler Parker and Meyer the same committee to decide how many was needed and locate the same Ald Trexler moved that the committee on public buildings be instructed to make necessary repairs in Fifth Ward Engine house carried Ald Trexler offered the following resolution which upon his motion was adopted Be it resolved by the city council of the City of Dubuque that the City recorder be and is hereby instructed to notify the owners of the following described premises to wit lots 203 4 5 and 9 east dubuque add to appear at the next regular session of the city council at which session it is the intention of the council to pass a resolution ordering said lots to be filled up to prevent stagnant water remaining thereon and show casue if any they have why said resolution should not be adopted Ald Meyer offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of dubuque that the city attorney be and is hereby instructed to procure deeds from the owners of property joining on division street between Johnson Ave and Kniest Street and the city recorder instructed to draw warrants for the different amounts Ald Meyer offered the following resolution which upon his motion was adopted be it resolved by the city council of the city of Dubuque that the committee on fire and fire marshall be instructed to notify Jos Forrester to construct proper fire protection for employees Mississippi River to Couler Ave be named Rhomberg Ave carried Petition of Henry Miller asking council to vacate 10 feet 8 in on the east side of of lot 12 Kniest Guthrie & Browns sub he to give the necessary amount of land to the city fo the opening of Elm street as shown by the plat in the eingineers office Upon motion Recorder was instructed to give public notice of ssaid application Petition of C H Booth for vacation of Fifth Street from the intersection of the proposed new street from Fourth to Sixth streets and Market street west to the 100 foot strip and the alley between fourth and fifth street from Market street to the 100 foot strip he to give right of way for the proposed new street through his property from fourth to sixth streets upon motion recorder was instructed to give public notice of such application for vacation Ald Mulkern chairman of the committee to whom was referred the petition of Brady Elwanger and Co et al for an approach to the High Bridge by fourth street reported as follows Your committee beg leave to report in favor of adopting the following as an approach to the high bridge from fourth street in a direct line to the intersection of Sixth and Market streets as shown by the purple lines on accompanying profile thence east to the levee thence north to the high bridge Your committee would recommend that Fifth street from the 100 foot strip be vacated and in consideration of such vacation Gen booth will deed to the city a strip of land 64 feet wide and extending through his property from Fourth Street to the Alley between Fifth and Sixth cost of sewer 3800 referred to the street committee Report of commissioners appointed to assess damages by reason of the change of grade on lake street was opened and read as follows We the undersigned commissioners appointed by your hon body to assess damages if any in the matter of the change of grade on Lake street from Johnson Avenue to Schiller Street after first being duly sworn viewed the premises and that after due and careful consideration could not arrive at an agreement all of which is respectfully submitted J Zangmeister J Eichhorn J Wunderlich Report accepted and recorder instructed to draw warrants for the different amounts also that the jury receive 2.00 each resolutions Ald Meyer offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the city recorder be and is hereby instructed to issue a venire to the city marshall and furnish him with the names of the owners of property as furnished and returned by the city engineer commanding him to summon a jury of twelve free holders citizens of Dubuque not directly interested to assess damages caused by the proposed extension of Division street from Kniest Street to jackson Street Ald Meyer offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the street commissioner be and is hereby instructed to place a stone crossing on the north side of Rhomberg avenue couler ave and on the east side of couler and rhomberg aves and white st ald Meyer offered the following resolution which upon his motion was adopted by it resolved by the city council of the city of Dubuque that the piece of land lying between Johnson Ave and Kniest street known as Division Street Extension as surveyed and platted by the Adjourned Regular Session March 21, 1888 Mayor Pro tem Doerfler in the chair Present Ald Hayden Kenneally Byrne Kleinschmidt Meyer Mulkern Parker Rand and Trexler city engineer be and the same is hereby declared a public street that teh city recorder be and is hereby ordered to place upon record a plat of said street as surveyed and returned by the city engineer ald Meyer offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that division street be straightened through Wicks Add and through Scotts second add and made uniform in width with the remainder of said street and that the city engineer be and is hereby instructed to make a plat showing the amount of land required from abutting lots to straighten said street Ald Hayden offered the following resolution which upon his motion was adopted Be it resolve by the city council of the city of Dubuque that a gas lamp be placed on the north west corner of the fifth and bluff st Ald Rand offered the following resolution which upon his motion was adopted by a unanimous vote be it resolved by the city council of the city of Dubuque that a sidewalk four 4 feet wide of good two inch plank be within ten days of this notice constructed and laid in conformity with the ordinance in relation to sidewalks on the north side of Vernon Street from lot 38 to Alta vista Street in Levins Add Ald Meyers moved that the platt as prepared by the city engineer showing the land required to be taken in straightening Division street through McCraneys first add and hams add be approved carried by the following vote Ayes Ald Byrne Hayden Kenneally Kleinschmidt Meyer Mulkern Rand and Trexler Nayes 0 Ald
