tree Ald Halpin amended the amendment that he be allowed 1.50 per tree The ayes and nayes being called on the amendment to the amendment the vote was a tie by the mayor pro tem voting as an alderman officers Recorder stafford reported licenses issued by him during the month of april also stated that he had ordered a new plate for city warrants and would recommend that the city purchase the same report and recommendation adopted Auditor Richter reporte 1078.25 due the city officers for the month of april 1888 Also 1163 due the fire department for the month of april 1888 also repoerted having the month of april Also reported having received 178.55 for cleaning alleys 11.00 for the sale of Macadam and 5.00 for repair of streets Report adopted and warrants ordered drawn to pay the same Market Master Gratz reported 200.00 received for the sale of huckster stands 15.75 received from market house scales also 19.40 due for board of prisoners report adopted and warrant ordered drawn to pay for board of prisoners Treasurer Lange presented a report in relation to the examination of the tax books which upon motion was referred to the finance committee Wood measurer Winkel reported measuring 653 cords of wood report received and filed Chief Trieb of the fire department reported having received the resignation of two regular members of the fire department Joseph Gabel of Co I and Wm Brennan of Co 2 and of having appointed Tom OShea and Wm Ducy of the minute force to fill the vacancies Also that the department is in need of one wagon for the Fourth Street company for exercising purposes Report and recommendation adopted Police justice T T Duffy reported 2.75 due for one city ordinance case report adopted and warrant ordered drawn to pay same Wm Hoskins reported weighing 56 drafts on the West Dubuque scales report received and filed Jos Straney reported weighing 220 drafts on the first ward scales report received and filed Lamplighter Coughlin reported having lighted 229 gas lamps for the month of april report received and filed Regular Session May 7th 1888 Mayor Burch in the chair Present Ald Halpin Kenneally Kleinschmidt Meyer Mulkern Rand Sanders and Trexler Attorney Michel reported having received the deeds for the approach to the high bridge and recommended that a warrant be drawn in favor of A Levi for 50.00 report adopted and warrant ordered drawn He also reported on the petition of E Healy et al for grade of sidewalk on Bluff Street as follows If the present sidewalk is built on the established grade the property owners cannot be made to chagne it the question as to whether the sidewalk or the street as improved is on the established grade must be determined by a survey by the engineer Report adopted He also reported having secured the deeds necessary for the opening of Foy Street except Hintragers and Mrs Blakes who refuse to make deeds claiming that the award of teh jury is too low report adopted He also reported having settled the Kringle case paying 73.25 in full of judgement and costs and the OMeara case for 25.00 and costs which has been paid to the treasurer and would recommend that the Bott case be referred to his successor for adjustment report adopted reports of standing committees Ald Daniels chairman of the finance committee reported the following amounts due the city treasurer cary safe co postage interest fire warrants refunded tax Ald Daniels reported as follows on the communication of Treasurer Lange the finance committee to whom was referred the communication of E P Lange treasurer of date of april 9 1888 reporting thereon beg to recommend as follows That the special tax against E 1/2 of lot 5 west 39 ft of lot 6 that the tax for 1886 against city lots 364 365 366 367 and 368 be cancelled that the city redeem lot 11 in Quigleys add from sale1887 from tax 1883 and lot 126 all in East Dubuque addition be cancelled that the city redeem lot 302 in East Dubuque addition from the sale made in 1884 for the tax of 1883 that nothing be done at present about the other matters covered by said communication respectfully submitted Francis B Daniels John Trexler John Mulkern Finance Committee report adopted Mayor Burch of the special committee to whom was referred the resolution of Alderman Mulkern to look into the expediency of placing eleven 11 fire alarm boxes according to the report of as we understand that one be placed at the corner of twenty fourth street and Couler Avenue one at the corner of Johnson Avenue and High Street One at the corner of Lake and Washington Streets One at the corner of Eagle Point and Couler Avenue One at the corner of Third and Cardiff Streets One at the M and NW Depot One at the corner of Julien Avenue and Alpine Street One at the corner of Tenth and Locust Streets One at the corner of Sixth and Main Streets One at the corner of Jones Street and Levee One at the corner of Walnut and Chestnut Streets We have examined these locations and think one about as necessary as the other done see how we can recommend any less if we put in any new boxes Have no doubt that the city p erhaps would not suffer much if none of these were put in and one fire might cost more to some person than this whole outlay would be to the city and your committee would concur with the former committee We think they had better be put in and we would make the following suggestion that the one for tenth and locust streets be placed at Eleventh and Locust STreets and that the one at the Illinois Central Depot be changed to Jones and Main Streets and that the one at committee on claims reported in favor of allowing 17.30 in full for all claims of Wm Rebman against the city on account of the cancellation of contract for the improvement of West Seventeenth Street evneing Telegraph bid of 650.00 being the only bid received under said advertisement giving the amount of city subscribers and names of carrier boys and amount of papers delivered by each Ald Sanders Wednesday may 30 1888 was read On motion of ald Mulkern the invitation was accepted Ald Meyer moved that a committee of three be appointed to secure carriages for the occassion carried by unanimous vote The mayor appointed alds Meyer Halpin and Daniels as such committee Resolutions Ald Mulkern moved that the city engineer be instructed to measure all macadam that is broken at the present time carried ald Kleinschmidt offered the following resolution and moved its adoption Resolved by the city council of the city of Dubuque that Twelfth Regular Session May 7th 1888 Mayor Burch in the chair Present Ald Halpin Kenneally Kleinschmidt Meyer Mulkern Rand Sanders and Trexler Street between Elm and Pine Streets be graded guttered curbed and macadamized in conformity with the ordinance on that subject that the city engineer be and he is hereby directed to make the necessary plans and specifications for said improvement and the city recorder directed to give the proper notice for bids and proposals for the performance of the work the guttering curbing and macadamizing to be done at the expense of the owners of abutting property Lost by the following vote Ayes Halpin kleinschmidt Meyer be and is hereby instructed to fill to grade eighteenth street from Washington to Pine Street ald Kleinschmidt offered the following resolution which upon his motion was adopted Resolved by the city council of the city of Dubuque that the street commissioner be and is hereby instructed to place a stone crossing on north side of White and sixteenth streets ald Rand offered the following resolution which upon his motion was adopted Resolved by the city council of the city of Dubuque that the city recorder be and is hereby instructed tonotify the city marshal to have the fences on Valley Street removed from said street ald Rand offered the following resolutin which upon his motion was adopted Resolved by the city council of the city of Dubuque that the city recorder be and is hereby instructed to draw warrants in favor of A Levi for damages for land by the opening of Diagonal street near the high bridge in teh sum of fifty dollars 50 and also that he be instructed to draw warrants in favor of Bridget Bird for ten dollars 10 and also in favor of mary Mullen for eight dollars 8 for land taken for the opening of Foye street Ald Daniels offered the following resolution Resolved by the city council of the city of Dubuque that a sidewalk four feet wide of good two inch plank be within 30 days of this notice constructed and laid in conformtiy with the ordinance in Be it resolved by the city council of Dubuque that the wharfmaster be instructed to collect a wharfarage fee from all boats and crafts of any kind laying in the ice harbor except steamboats and that corner of Rhomberg and Couler Avenues 2nd that a gas lamp be placed at the northeast corner of Rhomberg avenue and White Street 3rd that the street commissioner be and is hereby instructed to lay a stone crossing across Rhomberg Avenue at the junction of Rhomberg and Garfield Avenues Ald Sanders offered the following resolution which upon his motion was adopted Resolved by the city council of the city of Dubuque that a gasoline lamp be placed at the northeast corner of Washington Street and Sanford Avenue Ald rawson offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the street commissioner be instructed to place the extension of Dodge Street near the city limits in a passable condition ald Rand offered a resolution levying a special assessment for the improvement of Jackson Street from Eagle point Avenue to Lake Street which upon his motion was laid over until the next regular session and that the recorder be instructed to notify abutting property ownesr to appear at the next regular session and show cause if any why said resolution should not be adopted Ald Mulkern moved that the mayor with the street committee and engineer be instructed to confer with the C St P and K C R R Co to ask permission to place a crossing over their track on the peru rd carried The jury appointed to assess damages for the vacation of an alley in Corriells add reported as follows We the undersigned jurors summoned to assess the damages accuring by reason of vacating the alley lying southerly from lots 24
