& NW railroad track and located on blocks 15 19 and 20 in Dubuque Harbor companys addition referred to the aldermen of the second ward the following petition from the Chicago St Paul and Kansas City Railroad was read the prayer of the petition was granted and the conditions accepted The recorder was instructed to record the petition in full in the minutes of the proceedings The petition is as follows to the mayor and council of the city of Dubuque Iowa The Chicago St Paul and Kansas City Railway co shows to your honorable body that on or about the 1st day of August 1887 the then Minnesota and Northwestern Railraod Co were granted have by the city council of Dubuque to erect a high bridge over its tracks at the Peru road crossing on a grade approach of 13' in 100 as appears in the plans then submitted to and approved by the council and that afterwards said high bridge was constructed in accordance with said plans and by permission of the said city council That after the said bridge and approaches were completed the said city council were led to Regular Session June 4th 1888 Mayor Burch in the chair Present Ald Daniels Kenneally Kleinschmidt Meyer Mulkern Rand And Trexler believe that the grades were too steep and ordered the city engineer to prepare plans of said bridge and the grade approach thereto on a gradient of 6.60 in 100 and have asked the Chicago St Paul and Kansas City Railway Co the successor of the Minnesota and Northwestern Railroad Co to change the grade from 13 in 100 to 6.60 in 100 and which the said chicago St Paul Kansas City Railway Co are willing to do after proper authority from said city council shall be granted therefor Wherefore in order to carry out teh wishes of teh city council of Dubuque the said Chicago St Paul and Kansas City Railway co respectfully ask that authority be granted said Railway co to change said approaches to said high bridge so that teh gradient will be 6.60 in 100 in accordance with the plan prepared by the city Engineer of the city of Dubuque a copy of which is hereto annexed and made a part of this petition Your petitioners will pay all damages found against the said city by reason of claims made by abutting property owners by reason of the erection of said bridge and approaches and will maintain teh bridge in good repair the said railroad to be duly notified of any claim or action made against teh city by reason of said bridge A copy of the bridge and gradient thereto are hereto annexed the same being an exact copy of the new plan made by order of the city authorities and approved The bill of the key city gas company of 614.96 was referred to the committee on police and gas macdam bills to the amount of 1336.50 were ordered paid Bids for street work were opened and referred to the street committee and engineer Ald Rand of the street committee reported on teh change of grade on division street from Johnson avenue to First Avenue in Hams addition in favor of adopting the blue line as shown on the profile report adopted Ald Meyer reported as follows in regard to the change of the name of High Street Your committee consiting of the two aldermen of the fifth Ward to whom the petition remonstrating against the change of High Street Rhomberg Avenue was referred would respectfully state that after inquiring into this matter we find there exists a prejudice against the name of rhomberg therefore your committee would recommend that the name be changed as prayed for in the former petition namely Lincoln Avenue and as we have already a street by that name the residents on said lincoln Avenue remonstrate against the name of said street being changed and on the whole and division street be named Grand Avenue Ald Sanders offered as an amendment to ald Meyers report the following report Your committee of Fifth Ward Aldermen to whom the petition remonstrating against the change of name of High Street to Rhomberg Avenue was referred would respectfully state that after inquiring into this matter I find that there exists a prejudice against the name of Rhomberg a gentleman and citizen who has been a great help in building and improving that part of the city therefore I would not report otherwise than to retain the newly adopted name of Rhomberg avenue and as the petitioners request to have said street named Lincoln Avenue the residents on said Lincoln Avenue remonstrate against the name of said street being changed and on the whole it would make a mixed up affair therefore be it resolved by the city council fo the city of Dubuque that the names of the lately changed streets to Garfield Avenue Rhomberg Avenue and lincoln Avenue be retained carried by the following vote Regular Session June 4th 1888 Mayor Burch in the chair Present Alds Daniels committee on police and gas reported as follows on the bill of Wm E Pickley for 357.45 viz in favor of deducting 31.75 from said bill for lamps not lighted report adopted In favor of deducting 6.25 from the bill of the key city gas co for 477.08 report adopted In favor of allowing bill of the Key city Gas co for 138.05 report adopted Ald Sanders chairman of the committee on police and gas made the following report To the honorable mayor and city council Gentlemen being chairman of the committee on gas I am compelled to bring to your attention the fact that our present system of lighting streets is not only a failure but a useless waste of hundreds of dollars of the city's money some time ago the city ordered gas lamps in place of gasoline but there not being enough consumers to pay for laying pipes the gas company say they cannot afford to give us light where ordered The gasoline lamp is also a failure as the lamps are mostly old and rickety from neglect and poor care and most lamps are leaking and not properly lit I have seen lamps lit at 6 pm when the proper time to light them was 8:30 pm In consequence those lamps would burn out when most needed It is for this council to say if they will put up with such fulfillments of contracts or if the council deems it advisable or possible to give our city better light for the money we are paying for these contracts Until we can better our street lighting system i will offer the following resolution Be it resolved by the city council of the city of Dubuque that all street lamps carried on the citys payroll that be extinguished before the Philadelphia lighting calendar time shall be reported as not properly lighted and the full amount of the same be deducted report and resolution adopted Ald meyer chairman of the executive committee of the Board of health reported as follows Your committee to whom was referred the within communication would respectfully report and recommend small pox house or pest house or hold itself open to receive all patients from st louis to st paul on the Mississippi River with small pox but will receive and care for such cases as occur incidentally or as are not thrust upon it from long distances upon the Regular Session June 4th 1888 Mayor Burch in the chair Present Alds Daniels Kenneally Kleinschmidt Meyer Mulkern Rand Rawson Sanders and Trexler following terms 10 per day for medical services 13 per day for board and medicine for from one to three over that number the medical attendance is to be 15 per day and board the same at 3 per day and actual expenes for transportation burial and a plain suit of cloths furnished upon discharge the maine hospital that the dilapidated condition to put the same in and is in such close it dangerous for the that the past bank below the city boat with proper divided so that patients pox or other contagious out going through the disease in our midst in readiness for use Trexler Meyer Committee for the firs ttime ordinance to amend after which be moved ordinance be read its final passage Alds Daniels Mulkern rand Rawson none committee of the whole of Bart E Linehan and would beg leave to city council without Ald Rand moved that the proposed improvement be exempt from taxation for a period of ten years ald Mulkern offered as an amendment that the petition of the ownrs of the Julien House property be laid on the table carried Ald Mulkern chairman of the committee of the whole reported in reference to the purchase Ald sanders reported as follows in regard to the steam road roller to the honorable mayor and city council of the city of Dubuque Gentlemen being requested to make special inquiry about steam road rollers I would say that i have seen several different rollers in New York philadelphia and Lancaster Penn I also stopped at Harrisburgh manuracturer excepting one and which is stored away as all inquiries at that place from persons convinced me that our city did not want to buy one of their make I have seen some of the Philadelphia rollers at Philadelphia but the only roller that seems to give general satisfaction seems to be the Aveling and Porter steel road rollers this machine I inspected at Lancaster Pa and have seen it work and the mayor and street committee recommend it very highly The machine is well constructed and seems to have engine power to handle it with greater ease than the other rollers I have seen and if our city treasury was in better trim I would advise Regular Session June 4th 1888 Mayor Burch in the chair Present Alds Daniels Kenneally Kleinschmidt Geo B Burch committee report adopted Board of Health Your committee further reports as follows That the county pest house is in such a dilapidated condition that it will cost no less than 500 to put the same in proper condition for inhabitation and is in such close vicinity of the college as to make it dangerous for the pupils attending the same Your committee further recommends that the pest house be placed on the river bank below the city and further that a covered flat boat with proper divided departments be gotten for the purpose so that patients from the river afflicted with small pox or other contagious diseases may be taken there without going through the city and being the cause of spreading disease in our midst that said boat be placed in the harbor in readiness for use John the east side of Iowa between Twelfth and thirteenth streets Ald Trexler offered the following resolution Resolved by the city council of the city of Dubuque that a sidewalk six feet wide of good two inch plank be within 20 days of this notice constructed and laid in conformity with the ordinance in relation to sidewalks on the north side of 15th street between Iowa and White streets adopted by
