INTRODUCTION
The purpose of this memorandum is to recommend the annual renewal of the above
retail alcohol license establishments and to highlight the calls for service related to
incidences of disturbances, crimes against persons, crimes against property, and public
morals occurring at the business since the last liquor license renewal.
BACKGROUND

INTRODUCTION
The purpose of this memorandum is to recommend the approval of the above noted retail
alcohol license applications.
BACKGROUND
State and city codes require a retail alcohol license to sell beer, wine, or liquor within the city. The
Iowa Department of Revenue Alcohol and Tax Compliance Division (Division) manages the
application and licensing process. The Iowa Alcoholic Beverages Division (ABD) previously
managed this process but was merged into the Iowa Department of Revenue in 2024, leading to
a new division name. The Division works in coordination with cities, which serve as the local
authority under State Code Chapter 123 on alcoholic beverage control. In Dubuque, the City
Clerk's Office acts as the local authority for retail alcohol license applications, processing each
application on the city's behalf. When an applicant applies for a retail alcohol license, they must

receive approval from the local authority before the application is forwarded to the Division for
further action.
DISCUSSION
The City Clerk's Office submits recommendations to the City Council for approval of all new retail
alcohol license applications, additional privileges, and amendments. While new applications
include special events, the City Clerk's Office highlights these separately in memos and
resolutions for easy reference.
Per City Code §4-2B-9, City Council action is required before an application is submitted to the
Division. However, §4-2B-9 also authorizes the City Clerk's Office to issue provisional approval
for new and renewal applications before a regularly scheduled City Council meeting, provided the
applicant has met all city and state application and inspection requirements. Provisional approval
is granted when necessary and is subsequently placed on the next City Council agenda for formal
review and either approval or revocation. All applications listed above have met the relevant city
and state requirements.
The Dubuque Police Department submits recommendations for retail alcohol license renewal
applications via a separate memo in which they detail their annual calls for service on each
establishment.
RECOMMENDATION
I respectfully request approval of the above noted retail alcohol license applications as submitted.

APPROVING APPLICATIONS FOR RETAIL ALCOHOL LICENSES, AS REQUIRED
BY CITY OF DUBUQUE CODE OF ORDINANCES TITLE 4 BUSINESS AND
LICENSE REGULATIONS, CHAPTER 2 LIQUOR CONTROL, ARTICLE B LIQUOR,
BEER AND WINE LICENSES AND PERMITS
WHEREAS, applications for retail alcohol licenses have been submitted and
filed with the City Council for approval, and the same have been examined, provisionally
approved, and/or approved; and
WHEREAS, the premises to be occupied by such applicants were inspected
and found to comply with the Ordinances of the City; and
WHEREAS, the applicants have filed the proper fees and bonds to the Iowa
Department of Revenue Alcohol and Tax Compliance Division and have otherwise
complied with the requirements of the Code of Ordinances.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA THAT:
