Assistant Public Works Director — Project Manager, Max O'Brien is recommending City
Council award the public improvement contract for the Municipal Services Center Roof
and HVAC Replacement Project to Black Hawk Roof Company Inc. of Waterloo, Iowa in
the amount of $2,827,000.00, which is 21.48% less than the engineer's estimate,
through the adoption of the attached resolution. The City Council is also requested to
approve the carryover of the FY26 funds listed above as part of the first budget
amendment in FY27 for use in this project.

SUBJECT: Municipal Services Center Roof and HVAC Replacement Project
Award Public Improvement Contract
INTRODUCTION
The attached resolution authorizes the award of the public improvement contract for the
Municipal Services Center Roof and HVAC Replacement Project.
BACKGROUND
This project provides for replacement of the roof and two major HVAC units at the
Municipal Services Center, which was constructed in 2005. The existing roof has
reached the end of its expected 15-20 year service life.
The project also includes replacement of two HVAC units serving critical operational and
administrative areas of the facility. One unit serves the sign and traffic signal shops, while
the second provides air exchange for Public Works and Water Distribution administrative
areas, garage support spaces, and employee support areas.
BID RESULTS
The City received sealed bids on July 9, 2026 for the Municipal Services Center Roof and
HVAC Replacement Project. The City received 4 bids for the project with Black Hawk
Roof Company Inc. of Waterloo, Iowa submitting the low base bid in the amount of
$2,827,000.00. This amount is 21.48% less than the engineer's estimate of
$3,600,300.00.

Upon further evaluation of the submitted base bids and alternate bids, staff recommend
moving forward with the project utilizing the submitted base bid per the plans and
specifications, without accepting any of the 3 submitted alternative bids.

ACTION STEP

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE MUNICIPAL SERVICES
CENTER ROOF AND HVAC REPLACEMENT PROJECT
Whereas, sealed proposals have been submitted by contractors for Municipal
Services Center Roof and HVAC Replacement Project, (the Project) pursuant to
Resolution No. 215-26 and Notice to Bidders published on the City of Dubuque, Iowa
website and plan room service with statewide circulation on the 1st day of June 2026; and
Whereas, said sealed proposals were opened and read on the 9th day of July 2026
and it has been determined that Black Hawk Roof Company Inc. of Waterloo, Iowa in the
bid amount of $2,827,000.00, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Black
Hawk Roof Company Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.

Dear Mr. O'Brien:
In accordance with the Notice to Bidders for Public Improvement Project, City of Dubuque Municipal
Services Center Roof Replacement project, (4) four bids for this project were received, opened, and
read publicly shortly after 2:00 p.m. on July 9, 2026. We have confirmed with the apparent low bidder
that they are able to complete the work outlined in the drawings and specifications in the timeline set
forth in the project specifications. They are currently working on other projects of similar size and
complexity, including the University of Northern Iowa Roof Replacements in Cedar Falls, IA and
Pipestone Area Schools Reroof in Pipestone, MN. With this information, we recommend the award of
the contract to Black Hawk Roof Company, Inc. of Waterloo, Iowa.
Black Hawk Roof Company's base bid amount of $2,827,000.00 was below the estimated statement
of probable construction cost for this project. The alternates were discussed following the closing of
the public bid opening and will not be accepted.
Therefore, Origin Design recommends awarding the construction contract in the amount of
$2,827,000.00. Due to the fact that this is a roof replacement and mechanical replacement project,
we recommend that the City of Dubuque maintain a budgeted contingency of 10% of the bid amount,
or $282,700.00. The bid tab is attached.
