The work session is to update the City Council on the implementation of the plan and to review the plan prior to going into goal setting. In addition to myself, Project Manager Jason Duba will be presenting before the City Council. BACKGROUND Imagine Dubuque 2037: A Call to Action is the City's 2017 Comprehensive Plan. The comprehensive plan serves as a guide for the community's physical, social, and economic development. Comprehensive plans are policy guides. Unlike zoning or city codes, they are not regulatory in purpose or application. Information in the Imagine Dubuque Comprehensive Plan is used in many facets of city life. Of greatest note is its role in informing City Council goal setting, annual budget priorities, and land use decisions. Engaging the community in a conversation about the future of Dubuque was at the core of the Imagine Dubuque process. We inclusively engaged 6,000 people, generating 12,500+ ideas. Ideas were narrowed into themes in 7 plan categories to create 110 community recommendations. The 7 plan categories are: Economic Prosperity, Sustainable Environment, Social & Cultural Vibrancy, Healthy Neighborhoods & Housing, Community Facilities, Transportation & Mobility, and Land Use. DISCUSSION The vision of making Dubuque a more viable and livable community requires the entire community working together towards common goals. Enclosed is the dashboard showing the status of each of the 110 recommendations, as assigned and described by the Coordinators. Coordinators are the assigned subject experts who track progress Page 32 of 1281 and challenges, while identifying metrics and stories that can help inform the community of the status of their plan. This progress is displayed on the City of Dubuque website at citvofdubuque.orq/imaginedubugue. Staff is currently working with Connectors and Coordinators to identify Champions of the plan. Champions can be people, organizations, events, projects, programs and initiatives. The attached Organizational Chart further defines the roles and structure of the Imagine Dubuque Implementation model. Staff will utilize the Work Session as an opportunity to re -familiarize Council Members with the plan in light of the role it plays in the upcoming City Council goal setting. Staff will also present the Imagine Dubuque Website that has been updated to provide tracking progress on implementation of the plan.
