Parks and Recreation Director Matthew Kalcevich is recommending City Council
schedule a work session to be held on Monday, September 21, 2026, at 5.30 p.m. to
provide an update and overview of the Aquatic Facility Study.
Representatives from Kimley-Horn, along with Parks and Recreation staff, will provide a
report of the progress so far and ensure next steps align with City Council goals and
expectations.

approval.

INTRODUCTION
The purpose of this memorandum is to request a City Council work session to provide
an update and overview of information that has been collected, on Monday, September
21, 2026, at 5:30 p.m.
BACKGROUND
The Parks and Recreation Department has been working with the team from Kimley-
Horn on an Aquatic Facility Study. After several months of work, including collecting
resident feedback, discussions with staff, and conducting site assessments, the process
has reached a critical point of reporting information to the City Council.
DISCUSSION
The Aquatic Facility Study was a direct action identified in the Parks and Recreation
Comprehensive Master Plan, that was approved and adopted by City Council back on
February 16, 2026, and represents the most significant early work from the plan.
Representatives from Kimley-Horn, along with Parks and Recreation staff, will provide a
report of the progress so far and ensure next steps align with City Council goals and
expectations.
The information that has been collected is a strong indication that this was the right
place to begin the work related to the master plan and the community has responded in
a positive way. This is another exciting step forward in the effort to improve park and
recreation services in Dubuque.
