The Greeley Street Utility Reconstruction Project proposes replacing approximately 550 feet of sanitary sewer and water main to address ongoing infrastructure issues and reduce future maintenance risks. As part of the project, curb ramps along the corridor will also be upgraded to meet current ADA standards. The planned improvements extend from the intersection of Greeley Street and Broadway Street and continue southeast past the King Street intersection to the end of Greeley Street. DISCUSSION The Greeley Street Utility Reconstruction Project proposes replacing approximately 550 feet of sanitary sewer and water main to address ongoing infrastructure issues and reduce future maintenance risks. As part of the project, curb ramps along the corridor will also be upgraded to meet current ADA standards. The planned improvements extend from the intersection of Greeley Street and Broadway Street and continue southeast past the King Street intersection to the end of Greeley Street. This segment of Greeley Street was first identified by the Engineering and Water Departments in spring 2025 due to ongoing concerns about undermining. Further evaluation during the Broadway Sanitary Sewer Improvements Project later that year confirmed that the sanitary sewer in this area was in deteriorated condition and required priority replacement. In January 2026, a water main break at the intersection of Broadway Street and Greeley Street caused additional undermining and heightened the urgency for improvements. The existing water main is located directly above the sanitary sewer and even passes through sanitary manholes, creating a structural dependency between the two systems. As a result, any work on the sanitary sewer would necessitate disturbance of the water main. To ensure long-term reliability, reduce the risk of continued undermining, and avoid repeated excavation in the same location, a full replacement of both utilities is recommended. Because the project originates from the failure of the sanitary main, the Sanitary Sewer Fund will cover the majority of the associated costs. The Greeley Street Utility Reconstruction Project was initially funded in FY26 Budget Amendment #2. Page 1025 of 1281 PROJECT SCHEDULE The proposed schedule for the project is as follows: Initiate Public Bidding Process & Notice of Public Hearing Publish Notice to Bidders, Advertise for Bids Public Hearing on Plans & Specifications Pre Bid Meeting Receipt of Bid Proposals (Bid -Letting) Award Construction Contract Substantial Completion Final Project Completion Date August 3, 2026 August 12, 2026 August 17, 2026 August 20, 2026 September 3, 2026 September 8, 2026 December 1, 2026 December 23, 2026 RECOMMENDATION I recommend preliminary approval of the proposed plans, specifications, form of contract and construction estimate for the Greeley Street Utility Reconstruction Project. I further recommend establishing the date of the public hearing and authorizing the Engineering Department to advertise for bids for the project. A public hearing will be held on the 17th day of August, 2026, at 6.30 p.m. in the Historic Federal Building Council Chambers 350 W. 6th Street, Dubuque, Iowa, at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and estimated cost of said Project, and the City Clerk be and is hereby directed to cause the attached notice of the time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be published not less than four days nor more than twenty days prior to the date of such hearing. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project. The Greeley Street Utility Reconstruction Project is hereby ordered to be advertised for bids for construction.
