authorize the Water Department to advertise the project for public bidding.

INTRODUCTION
The purpose of this memorandum is to request authorization to establish the date for the public
hearing and to initiate the public bidding procedure for a Public Improvement Contract for
construction of the JFK Tower Interior Piping and Expansion Joint Replacement Project.
BACKGROUND
The City of Dubuque budgets for and conducts routine water storage inspection and
maintenance activities under the Water Storage Rehabilitation Program. Specific improvements
related to the inspections can be issued as capital improvement projects. The JFK Tower
Interior Piping and Expansion Joint Replacement Project (CIP No. 4281000080) is the result of
prior year inspections and improvement recommendations. During the inspection of the JFK
Tower (constructed by Landmark Towers in 2001), the existing expansion joint was noted to be
in a state of disrepair. Additionally, the replacement would require the dewatering of the
elevated water tank in order to make the repair. So, the recommendations included adding a
new isolation valve between the fitting and tank contents, making future maintenance on the
fitting possible without dewatering.
DISCUSSION
The JFK Tower interior piping existing expansion joint is in a state of disrepair and requires
replacement to mitigate against a failure which would result in a loss of tank contents. The
replacement must take place under dewatered conditions and therefore the addition of an
isolation valve is included in the project scope, which will require minor piping adjustments.
Water Department staff have prepared the plans and specifications for the work, including
piping modifications and valve addition, expansion joint replacement, and preparing the
modification areas for refill. The piping modifications details will be included in the project as a
delegated design element, prepared by the tank fabricator's licensed professional. The scope of
work and bidding documents have been finalized and are now ready to be advertised for
bidding.

Please note that due to the tank needing to be dewatered under this project, the Water
Department is planning to conduct a dry tank cleaning and inspection project in coordination
with the tank piping project and include the scope related to dewatering and cleaning the tank,
conducting the tank inspection under dry conditions, and preparing the tank for refill. The
inspection and cleaning efforts will be funded through a separate project CIP and a separate
approval request.
The Engineer's Construction Cost Estimate is $60,000.00.

The proposed contract estimate is above the FY27 expense budget, which has a current
available expense value of $50,000.00 (as of 07/01/2026). Coverage for expense overages is
anticipated to come from the Water Storage Rehabilitation Program (CIP No. 4281000020)
which is also being used for the dry tank cleaning and inspections activities being conducted at
the JFK Tank in coordination with this project. CIP 4281000020 has a current available
construction expense value of $25,000.00 (as of 07/01/2026) that can be utilized for this
purpose.
ACTION TO BE TAKEN
I respectfully request that the City Council adopt the resolution granting preliminary approval of
the plans, specifications, form of contract, and estimated cost for the JFK Tower Interior Piping
and Expansion Joint Replacement Project, set the public hearing date of August 17, 2026, and
hereby authorize the Water Department to advertise the project for public bidding.

PROJECT
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
WHEREAS, the JFK Tower Interior Piping and Expansion Joint Replacement
Project will generally consist of the modifications of interior piping for isolation valve
addition and expansion joint replacement, and preparing the modification areas for refill
of the tank.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
JFK Tower Interior Piping and Expansion Joint Replacement Project in the estimated
construction amount $60,000.00, are hereby preliminarily approved and ordered filed in
the office of the City Clerk for public inspection.
A public hearing will be held on the 171h day of August, 2026, at 6:30 p.m. in the
Historic Federal Building Council Chambers 350 W. 611 Street, Dubuque, Iowa, at which
time interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract and estimated cost of said Project, and the City Clerk be
and is hereby directed to cause the attached notice of the time and place of such hearing
to be published in a newspaper having general circulation in the City of Dubuque, Iowa,
which notice shall be published not less than four days nor more than twenty days prior
to the date of such hearing. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, form of contract, or estimated cost of the
Project.
The JFK Tower Interior Piping and Expansion Joint Replacement Project is hereby
ordered to be advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The Water Department Manager is hereby directed to advertise for bids for the
construction of the improvements herein provided, by publishing the Notice to Bidders to
be published on the City of Dubuque website and a contractor plan room service with
statewide circulation, which notice shall be published not less than thirteen but not more
than forty-five days before the date for filing bids before 2:00 p.m. on the 27th day of
August, 2026. Bids shall be opened and read by the City Clerk at said time and will be
submitted to the City Council for final action at 6:30 p.m. on the 8th day of September,
2026, in the Historic Federal Building Council Chambers 350 West 61n Street, Dubuque,
Iowa.

PUBLIC NOTICE is hereby given that the Dubuque City Council will conduct a public
hearing on the 17t" day of August, 2026, at 6:30 p.m., in the Historic Federal Building,
350 W. 61" Street, 2nd floor, Dubuque, Iowa, at which meeting the City Council proposes
to hold a public hearing on the proposed plans and specifications, form of contract and
estimate of cost for the proposed JFK Tower Interior Piping and Expansion Joint
Replacement Project.
The Project generally consists of of the modifications of interior piping for isolation valve
addition and expansion joint replacement, and preparing the modification areas for refill
of the tank. Work is located at the JFK Tower site, located at 3361 John F Kennedy
Road, in Dubuque, Iowa.
At the meeting, the City Council will receive oral and written comments from any resident
or property owner of said City to the above action. The official City Council agenda will be
posted the Friday before the meeting and will contain public input options. The agenda
