CD Approved Minutes 6.26.26 MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMISSION (APPROVED) DATE: Wednesday, June 26, 2026 TIME: 5:30 p.m. PLACE: Housing and Community Development Department. 350 West 6t" Street, Conference Room 250; Dubuque, IA 52001 Vice Chairperson Gabriel Mozena called the meeting to order at 5:30 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Gabriel Mozena, Talma Brown, and Renee Kehoe. Commissioners Absent: Michelle Hinke (excused absence), and Dale Campbell (excused absence). Staff Present: Mary Bridget Corken-Deutsch and Stacey Weeber. Public Present: Corinne Rothblum, Special Assistant for Economic Mobility at the City of Dubuque. Certification of Minutes — May 20, 2026 Commissioner Kehoe motioned to approve the Minutes for the May 20, 2026, Community Development Advisory Commission Meeting. Commissioner Brown seconded. Motion carried 3-0. Correspondence/Public Input There was no public input. Old Business a. NONE New Business a. Hold Public Hearing for Amended FY26 Amended Citizen Participation Plan Corken-Deutsch shared a memo requesting the Community Development Advisory Commission to hold a public hearing on June 24, 2026, at 5:30pm for the FY26 Amended Citizen Participation Plan, which governs the use of CDBG funds. The plan was available for public review and comment from April 29 to June 1, 2026, at several city locations and online. Accessibility accommodations were provided for individuals with disabilities or limited English proficiency. The proposed changes update Section II to align with new federal guidance (HUD Notice CPD-26-05). The public hearing is part of the city's annual process to gather input on CDBG program use. Rothblum asked for public comment; Corken-Deutsch reported none. Motion by Commissioner Brown to open the public hearing for FY26 Amended Citizen Participation Plan. Seconded by Commissioner Kehoe. Motion carried 3-0. Motion by Commissioner Kehoe to close the public hearing for FY26 Amended Citizen Participation Plan. Seconded by Commissioner Brown. Motion carried 3-0. Motion by Commissioner Brown to approve the FY26 Amended Citizen Participation Plan and recommend City Council adopt the FY26 Amended Citizen Participation Plan. Seconded by Commissioner Kehoe. Motion carried 3-0. b. Special Exception Loan Approval Policy Corken-Deutsch provided a memo regarding Special Exception Loan Approval Policy. Corken-Deutsch stated loans that don't meet standard criteria can be considered if compensating factors exist (like strong credit or stable income). The Loan Coordinator reviews and recommends; the Department Director decides. All decisions are documented, tracked, and do not set precedents for future loans. Compliance with laws and funding rules is required. Weeber discussed the policy, giving examples of its use and purpose. Motion by Commissioner Mozena to approve Special Exception Loan Approval Policy. Seconded by Brown. Motion carried 3-0. MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMISSION (APPROVED) c. CDBG Revolving Application Fund — Dubuque Rescue Mission for Low -Income Apartment Rehabilitation Corken-Deutsch shared a memo regarding The Dubuque Rescue Mission applied for CDBG funding to rehabilitate two low-income apartments at 1598 Jackson Street. The project addresses ongoing maintenance issues, including bedbug infestations, and aims to improve affordable rental housing for residents. The total project cost is $25,900, with $19,425 requested from CDBG and $6,475 contributed by the applicant. The project aligns with the City's Consolidated Plan and meets CDBG objectives. Approval is recommended, pending environmental review and compliance with CDBG requirements. Commissioner Brown asked if there were bed bugs and how to remove them. Corken-Deutsch said the bed bugs came from the warming center. The Dubuque Rescue Mission would most likely implement bed bug management strategies to ensure a safe and healthy environment for residents. Motion by Commissioner Kehoe to approve CDBG support in the amount of $19,425.00 for the Dubuque Rescue Mission and include the Dubuque Rescue Mission as an activity in our FY26 Annual Action Plan Amendment #3. Seconded by Commissioner Mozena. Motion carried 3-0. d. CDBG Revolving Application Fund — Millwork Lofts at Wilmac, LP — Wilmac Historic Renovation Corken-Deutsch shared a memo regarding Millwork Lofts at Wilmac, LP.Staff provided an overview of the proposed Wilmac Building redevelopment project, which would renovate the historic Wilmac Building into 112 affordable housing units serving households earning 40-80% of Area Median Income (AMI), with the project's average affordability level below 60% AMI. The project will also include approximately 6,000 square feet of community space dedicated to youth -focused programming, including education, career development, financial literacy, and wellness initiatives. The project is requesting $850,000 in CDBG funding to support eligible pre -development and soft costs associated with the project. CDBG funds would not be used for property acquisition. Staff noted that the project aligns with CDBG requirements by meeting the Low- and Moderate -Income Housing National Objective and supports the goals and priorities identified in the City's 2026-2030 Consolidated Plan. Commissioner Mozena asked about available funds; Corken-Deutsch responded that funds are from carryover. Commissioner Mozena asked what happens if the deal falls through —wants funds back and a stipulation for payback if the project does not proceed. Corken-Deutsch described a reimbursement model: funds are only committed after an agreement with payback conditions, which goes through legal review and is given only when the job is finished by timeline or extension. Commissioner Mozena wished the contractor was local. Commissioner Brown stated she would like to see a retail store in the building. Rothblum asked which building is involved. There was discussion about maintaining affordability for the apartments. Commissioner Mozena motion to postpone the CDBG Revolving Application Fund for Milwork Lofts at Wilmac, LP- Wilmac Historic Renovation and request Hoppe Development attend the CDAC meeting via TEAMS at July CDAC meeting. Seconded by Commissioner Brown. Motion carried 3-0. e. FY26 Annual Action Plan Non -Substantial Amendment #3. Corken-Deutsch shared a memo regarding the Community Development Advisory Commission (CDAC) approved reallocating $19,425 in CDBG funds to the Dubuque Rescue Mission for low-income apartment rehabilitation at 1598 Jackson St. This activity meets federal objectives for low/moderate- income housing and qualifies as eligible rental rehab. The amendment updates the FY2026 Annual Action Plan to reflect this funding change. As per the Citizen Participation Plan, this is a Non -Substantial Amendment, requiring City Council adoption after CDAC review. The memo requests CDAC approval for Amendment #3. Information Sharing a) Quarterly Report on Revolving Application Fund Corken-Deutsch shared the quarterly report with the commission on Revolving Application Fund. b) Thank You Letter from from Crescent Community Health Center Corken-Deutsch shared a thank you letter from Crescent Community Health Center CEO Chad Wolbers about the mobile dental van.
