City Engineer Gus Psihoyos is recommending City Council award the construction
contract for the 2026 Dodds and Sinclair Terminal Contaminated Soil Removal Project
through the adoption of the attached resolution to Top Grade Excavating in the amount
of $5,584.80 which is 4.875% above the City's estimate.
The 2026 Dodds and Sinclair Terminal Contaminated Soil Removal Project (the Project)
will facilitate the removal of contaminated soil from parcels 1130304001 and 1130306003,
commonly referred to as the Dodd's and Sinclair sites. This targeted remediation is
essential for preparing these parcels for future redevelopment and ensuring compliance
with environmental standards.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes the award of the public improvement construction
contract for the 2026 Dodds and Sinclair Terminal Contaminated Soil Removal Project.
BACKGROUND
The City was awarded an $800,000 EPA Brownfield Multipurpose Grant, with the project
period commencing on October 1, 2019. Grant funds have supported environmental
assessment activities at the former Bowling & Beyond Site (intersection of Hawthorne St.
and Kerper Blvd.), as well as the assessment and remediation of portions of the South Port
and Comiskey Park. These efforts have advanced the City's objectives for revitalizing
underutilized properties and protecting public health.
DISCUSSION
The remaining areas identified for cleanup are located within the South Port. The 2026
Dodds and Sinclair Terminal Contaminated Soil Removal Project (the Project) will facilitate
the removal of contaminated soil from parcels 1130304001 and 1130306003, commonly
referred to as the Dodd's and Sinclair sites. This targeted remediation is essential for
preparing these parcels for future redevelopment and ensuring compliance with
environmental standards.
BID RESULTS
Given the anticipated scope and scale of the soil removal and disposal, City procurement
requirements permitted — and the EPA approved — solicitation of informal bids. The request
for informal bids was released on July 21, 2026.
Informal bids for the Project were received on July 30, 2026. Top Grade Excavating of
Farley, IA, submitted the sole bid in the amount of $5,584.80, which is $272.30 above the
City's estimate.
RECOMMENDATION
I recommend awarding the contract for the Project to Top Grade Excavating in the amount
of $5,584.80. This recommendation is based on the bid's compliance with City and EPA
requirements, as well as its pricing being aligned with the City's estimate.
ACTION TO BE TAKEN
The City Council is requested to award the construction contract for the 2026 Dodds and
Sinclair Terminal Contaminated Soil Removal Project through the adoption of the attached
resolution to Top Grade Excavating in the amount of $5,584.80.

RESOLUTION NO. 308-26
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE DODDS AND SINCLAIR
TERMINAL CONTAMINATED SOIL REMOVAL PROJECT
Whereas, sealed proposals have been submitted by contractors for the Dodds and
Sinclair Terminal Contaminated Soil Removal Project, (the Project) and Notice to Bidders
published on the City of Dubuque, Iowa website and plan room service with statewide
circulation on the 21st day of July, 2026; and
Whereas, said sealed proposals were opened and read on the 30th day of July
2026 and it has been determined that Top Grade Excavating of Farley, IA submitted a bid
in the amount of $5,584.80, and is the sole responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Top
Grade Excavating and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
