Councilmember Leyendecker had a wonderful idea to streamline the consultant
selection process. He then spoke with the Mayor and this memo summarizes the
suggested change to the process.
If City Council agrees, the RFP scoring rubric will be shared with the City Council. The
City Council will then have a deadline to review the RFPs (August 31, 2026), score the
RFPs, and email their scores for the proposals to Shelley Stickfort, Chief Human
Resources Officer. Shelley Stickfort will then compile all the scores. At the Council's
next meeting on the hiring process (anticipated the week of August 31, 2026) Shelley
Stickfort would bring the information back on the top three (3) scored proposals. If there
was a clear favorite City Council could then direct staff to negotiate a contract with that
company. If the scores were close, Council could decide to conduct interviews of the
firms.
I agree that this approach will streamline the process and respectfully request City
Council direction.
