and Commission Meeting Notices
Iowa House File 2490, adopted in 2026, requires governmental bodies to annually
designate a prominent and conspicuous location where public meeting notices, more
commonly referred to as agendas, will be posted in a manner that ensures the notice is
always visible. The legislation also requires that public notices be posted on the primary
internet site owned, maintained, and regularly updated by the governmental body, when
applicable. Under Iowa Code §21.2, "governmental body" encompasses the City Council
as well as all City boards and commissions.
These agendas have historically been posted on the City's website and will continue to
be posted there. The enclosed resolution formally designates the City's website as the
official electronic posting location in compliance with the law.
The resolution also identifies the official physical posting location for City Council agendas
and all non -quasi-judicial boards and commissions listed below:

To meet the statutory requirement that agendas be posted in a location with constant
visibility, the resolution indicates that all governmental body agendas will be posted
outside City Hall on the Iowa Street side. While a display case is currently in place at this
location, its size is insufficient to accommodate multiple agendas. The City Clerk's Office
and Communications Office are evaluating options for a display case that can better
accommodate numerous agendas.
The resolution further states that these designations will remain in effect unless replaced
by a future annual designation of the City Council. This ensures staff will not need to
return to the City Council each year to reaffirm the same posting location.
Quasi-judicial boards and commissions have the legal authority to conduct hearings,
evaluate evidence, and apply applicable laws in order to render decisions, which are
functions that parallel those of a court. Because they operate as impartial
decision -makers, they fall outside the City Council's authority to designate where their
agendas must be posted. Accordingly, the City Clerk's Office will work directly with each
quasi-judicial board and commission listed below to adopt a resolution establishing City
Hall as the physical posting location for agendas and the City's website as the location
for electronic posting.

DESIGNATING THE OFFICIAL PUBLIC NOTICE LOCATION FOR MEETING NOTICES
OF THE CITY COUNCIL AND ALL NON -QUASI-JUDICIAL BOARDS AND
COMMISSIONS PURSUANT TO IOWA CODE CHAPTER 21
Whereas, Iowa Code Section 21.4, as amended by House File 2490, requires
governmental bodies to annually designate a prominent and conspicuous location where
public meeting notices and agendas will be posted in a manner such that the notice is
visible at all times; and
Whereas, the amendments also require public notices be posted on the primary
internet site owned, maintained, and regularly updated by the governmental body, if
applicable; and
Whereas, the City Council seeks to designate an official location for posting public
meeting notices for the City Council and all non —quasi-judicial Boards and Commissions,
along with identifying the primary internet site used for posting such notices.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The designated physical posting location for public meeting notices of the
City Council and all non -quasi-judicial Boards and Commissions, listed below, shall be
the display case on the Iowa Street side of City Hall, 50 West 13th Street, Dubuque, Iowa.
