BACKGROUND Following the work to develop a Historic Structures Report (HSR), partially funded through the Jeffris Family Foundation, and a subsequent recent grant announcement for a Jeffris Family Foundation Community Challenge Grant, we now seek a CLG grant from the SHPO under the IEDA. This latter grant allows us to hire a consultant to develop a substantive amendment to the 2017 Eagle Point Park National Register Historic District nomination. Funding is needed at this time to support an amendment which raises the nomination justification from local to state significance, based on the SHPO's preliminary finding in 2023. The work of the HSR revealed what we suspected, that Eagle Point Park has importance nationally. Having national significance can open doors for different funding opportunities, such as the Save America's Treasures grant program, which can provide up to $750,000 for bricks and mortar restoration projects. This nomination amendment will demonstrate the statewide significance for Eagle Point Park and investigate and make a argument for its national significance. In addition to the National Register listing, which is largely honorary and not protective, Eagle Point Park is a Dubuque Landmark Site. Landmark Sites under our ordinance protect not only the buildings, but the environs around them, which is critical for protection and demonstrating to potential funders that the City is dedicated to protecting this important resource. The City of Dubuque will hire a consultant to make a substantive amendment to the 2017 Eagle Point Park National Register Historic District listing, elevating it from local to state significance. The city park is an exceptionally intact Prairie School landscape shaped during the Works Progress Administration. Its significance centers on Alfred Caldwell, whose career launched in Dubuque as he was hired as Park Superintendent. The park includes his first buildings integrated into a natural midwestern-aesthetic landscape in the bluffs high above the Mississippi River. He created a built environment that exemplifies the movement's core principles. As the largest and most intact example of Caldwell's work, professional evaluation is essential to unveil and develop the park's story within a national context. This update will strengthen the City's current fundraising campaign for Caldwell's structures, making the park's restoration project eligible for national funding programs. 2. Type of Project NR Nomination amendment 3. Historic Resource Specifically identify the historical resource and state its significance. Do not assume that the grant reviewers are familiar with the resource and its significance. Eagle Point Park is an exceptional and late example of the Prairie School of Architecture designed and executed by the master landscape architect Alfred Caldwell. It is associated with the City Beautiful Movement and was made possible under the Works Progress Administration. The NRHD nomination recognizes 1908-1966 as the official period of significance. The following excerpt is a physical description from Section 7 of the National Register nomination for Eagle Point Park Historic District, written largely by Dr. Julie Schlarman: [START OF EXCERPT] Eagle Point Park is a large urban park located on a wooded limestone bluff along the Mississippi River just above Lock and Dam #11 in Dubuque, Iowa.... The park lies within an area of the City colloquially known as `The Point.' The park is owned and maintained by the City of Dubuque and is open to the public from May through October. This large urban park was conceived in the City Beautiful style in 1909 by Charles Mulford Robinson and Charles Nassau Lowrie with panoramic views of the city, the river and the eastern bluffs of Wisconsin and Illinois, tree -lined drives and a variety of amenities to appeal to all ages. Nearly all the original plan of the park is intact and contains one hundred and sixty-four acres which is bounded by the Canadian Pacific Railroad tracks to the east and north, Lincoln Avenue to the south, and Shiras Avenue to the west. Eagle Point went through some major changes in the 1930s to extend its usage to the winter months with the addition of park shelters with fireplaces. These structures and features were designed in the Prairie School style by Alfred Caldwell and his apprentice, Wendelin Rettenberger. The parks features take advantage of local material such as logs, wood shingles and native limestone. Although the park needs repairs and grooming, a high degree of historic integrity is evident today. Eagle Point Park contains 14 buildings, 6 sites, 5 structures, and 5 objects which contribute the significance of the park. [editor's note: the non-contributing water tower was removed in 20251 Located atop a steep bluff overlooking the Mississippi River, the park's rugged and complex topography adds to the highly scenic character of the park. Eagle Point Park is an area of natural quality for outdoor recreation, with walking, viewing, sitting, picnicking, and restroom facilities. Eagle Point Park is the largest urban park located in Dubuque, Iowa and takes advantage of the natural beauty of its setting. The heavily wooded bluff is spotted with park pavilions, gardens and spectacular views. The meandering roads guide visitors through northern areas of the park which is thick with communal areas for picnicking and athletic activities and through the secluded, intimate and natural qualities of the southern reaches of the park. A number have been largely damaged or partially lost, or are smaller in scale and scope. The Lily Pool in Lincoln Park is a National Historic Landmark, but doesn't have the feeling and complexity of the installation at Dubuque, and was done after he had built his first buildings and had his first large scale installation. Eagle Point Park in the context of the remaining work by Alfred Caldwell stands out as a bold example of a young master, intact, with the context of the Mississippi and the surrounding buffering land. Understanding the historic significance is important to us, stewarding a city park. For instance, in 2023 we were able to obtain a SHPO opinion of eligibility for statewide significance for this site. We were able to obtain a grant to support a Historic Structures Report because the funder, Jeffris Family Foundation, only grants to projects in the Midwest with state or national significance. Last month we were awarded a $750,000 Challenge Grant, only possible after completing that HSR. We believe a more robust research and analysis of the park's significance will continue to help us with eligibility for specialized funding programs. Julia Bachrach, author of the National Historic Landmark nomination for Alfred Caldwell's Lily Pool in Chicago and the National Register nomination for his Chicago Promontory Point notes that his farm and Eagle Point Park are two other sites that should be studied for their national significance. Her work following both of these nominations brought her to Dubuque to help develop the Historic Structures Report for Eagle Point Park. She was overwhelmed with the context, integrity and importance of it being designed at such an important part of his career, before he was established and went on to develop the other three sites mentioned above. 4. Scope of Work Describe your project in detail. Include all activities that will be completed for this project. The City of Dubuque seeks a qualified historic preservation consultant to prepare a substantive amendment to the existing 2017 National Register of Historic Places nomination for Eagle Point Park, located in Dubuque, Iowa. The amendment will update, clarify, and expand the nomination to reflect significant new information, site changes, and an updated evaluation of historic significance. Required Components of the Amendment: A. Expanded Statement of Significance 1. Integrity Analysis • Provide justification demonstrating how Eagle Point Park continues to embody all seven National Register integrity aspects: location, setting, design, materials, workmanship, feeling, and association. B. Documentation of Site Changes (2017—Present) 1. Include the 2019 acquisition of 11.6 acres of largely undeveloped buffer land and note why it is not included within the National Register boundary. 2. Acknowledge findings from the completed archaeological investigations relevant to the historic district. 3. Document site modifications resulting from the ecological restoration project, including softscape and hardscape improvements. 4. Document the removal of the previously non-contributing water tower. C. Update to Contributing / Non -Contributing Resources 1. Revise and provide an updated inventory of contributing and non-contributing resources. 2. Provide justification for each resource's classification in accordance with National Park Service guidelines. The above scope covers the Consultant's work developing the nomination. Other parts of the project, outlined in work products, include the coordination with grant contracting, RFP, consultant contracting, research, assistance, on - site work, revisions and review of nominations, and coordination with all relevant review entities including HPC, City Council, SHPO and SNRC. The Consultant is responsible for the research, writing and direction of the project, as well as shepherding through the review and revisions process at the State. The City of Dubuque will assist the Consultant with relevant outreach, engagement and technical services like mapping and research, making previous reports and files accessible. The Planning Services and Parks Department staff have access and knowledge of resources available. Our GIS division can assist with mapping. Our planning intern can be made available for special projects. We anticipate use of City facilities for outreach and education, as well as associated hard costs with printing, mailing and supplies. City planner Chris Happ Olson will be the primary contact for the Consultant, and project coordinator, coordinating research and other assistance. Parks Division Manager Steve Fehsal will serve as a resource for information about Eagle Point Park, access to the park and the City's related archives. The Communications Department will provide assistance with outreach and education, while the Community Outreach Coordinator will help with engagement. The Consultant will be responsible for communicating with the SHPO through eSHPO regarding submitting products and revisions. The City will be responsible for progress updates and reporting, using eSHPO or other reporting as needed. 6. Work Products List the products required for your type of project. For example, research design, draft report, final report, draft National Register nomination, final National Register nomination, etc. Please see the CLG Grant Manual for required products for grant projects. If your community wants additional items beyond those in the grant manual please include those items in this field. Our City has a multi -department team to ensure we are following the law, best practices and being effective with our time. The team advises the project coordinator during the entire project, from grant planning to RFP to contracting and reporting. That team includes Parks and Recreation Director, Parks Division Manager, Communications Specialist, Finance (Risk, Insurance, RFP, contracting), Assistant City Attorney, and Planning Services Manager. The City Council reviews and approves all products, including the grant application, RFP, contracts, work products and reporting. Contracts — Our team will help ensure and review the contract to ensure we meet City and State code and the requirements of the grant. National Register nomination amendment — A qualified historic resource consultant is required for the position, with relevant experience in working with National Register nominations, SHPOs and SNRC. The consultant is responsible for the content and shepherding the nomination through review processes. The City will assist with photographs (documentation and project action) and other research/ archive access as needed. The City is responsible for review and assistance. The timeline estimates how long review may take, but we understand that is not something that can be easily predicted. Grant Reports — The City will complete all quarterly and final grant reports as required. 7. Schedule List proposed deadlines for completing different parts of the project, such hiring the consultant, organizing and training volunteers, conducting meetings, research design (if required), preparing materials, submitting draft and final products. Connection with local and state preservation plans. Explain how the proposed project will help fulfill the goals and objectives of your local preservation plan and the state preservation plan. Please note the specific items connecting this project to Iowa's Statewide Historic Preservation Plan. Dubuque's Historic Preservation Commission adopts a workplan each calendar year. On the 2026 adopted workplan, approved by the HPC in January 2026 and the City Council in February 2026, is the Eagle Point Park — Caldwell designed structures capital plan for priorities identified in HSR of 2025. As part of that high priority in our plan, we made a successful request to the Jeffris Family Foundation. On August 21, a $750,000 challenge grant (requires $1.5 million match) for the restoration project was awarded. Upgrading the significance is important as we take on this campaign, especially to demonstrate to Dubuquers, who grew up visiting Eagle Point Park as a neighborhood park. Further researching and demonstrating it's significance in the State of Iowa as well as it's role nationally helps us demonstrate the importance of preserving this site and attracting funding. Additionally, different specialty funding sources, such as the Jeffris Foundation, evaluate eligibility based on whether they are state or nationally significance, due to limited resources and the need to prioritize the most important projects. Further evaluation to ensure we have state significance, and better understand it's place nationally. On August 28, the Dubuque City Council announced its 2026-2028 Goals and Priorities. Under the Diverse Arts, Culture, Parks, and Recreation Experience and Activities goal, the City identified following the High Priority: Parks and Recreation Master Plan Implementation Projects - Eagle Point Park - Continued Upgrades and Implementation of Increased Staffing. This project helps to meet these local goals and priorities. Dubuquers value Eagle Point Park, but the reality is that laypeople, especially locals, don't always understand the importance of resources they have taken for granted. This work furthers our commitment to protecting and restoring this site over the years, with ecological restoration, archaeology studies and a Historic Structures Report for the Caldwell buildings. The City is currently separately working on a Master Plan for Eagle Point Park, an investment of $165,000 that will identify the park's long-term needs and strategies for maintaining and improving the park. Other improvements include removal of invasives and overgrowth in the bluff area and repair and restoration to numerous buildings throughout the park. Over the last year, City Council has increased staffing for continued maintenance and upkeep. First, Goal 3 — Improve Access to State and Federal Preservation Resources, addressing barriers to incentive access. The state's support of this project will allow the City of Dubuque be able to better understand and have recognized Eagle Point Park's historical significance to the State of Iowa and context nationally. The State's support of this project through the CLG grant helps us garner further support for a important resource unlike any state-wide, Eagle Point Park. It improves our capacity to garner funding and take on a campaign for a public property. This campaign is different than any project taken on before for a City of Dubuque resource, challenging us to grow to engage our community in joining us in preserving Dubuque and Iowa's historic resources. 9. Professional evaluation will ensure that the district's historic contexts, architectural features, and landscape integrity are thoroughly researched, clearly articulated, and aligned with National Register criteria. Support for this consultant will allow the City to elevate and appropriately recognize one of the state's and nation's important Prairie School landscapes. This project comes at a time when the City is embarking on a fundraising campaign for Caldwell's structures and recognition will help the project become eligible for specialty funding programs. It is paired with the first time development of a grass -roots Friends of Dubuque Parks organization, which intends to be engaged throughout the project, which we see as important for building volunteers, conducting outreach and engagement, and continuing momentum as we move to the campaign phase. Eagle Point Park is a beloved Dubuque resource, but the reach is much farther. Our only regional park, the site is important in Dubuque, Iowa, the Midwest and for its intactness and as the product of Caldwell.
