Chief Financial Officer Jennifer Larson is recommending the City Council schedule a
work session on Monday, October 5, 2026, at 5:30 p.m. The session will feature a
presentation on the inaugural Strategic Budgeting Leadership Academy conducted with
City departments as part of the FY2028 budget process.

DATE: September 2, 2026
The purpose of this memo is to request a City Council work session on Monday,
October 5, 2026, at 5:30 p.m. The session will feature a presentation on the inaugural
Strategic Budgeting Leadership Academy conducted with City departments as part of
the FY2028 budget process. The Academy was designed to strengthen how
departments identify and evaluate services, consider resource needs and tradeoffs,
measure results, collaborate across departments, and connect budget
recommendations to City Council Goals and Priorities. During the work session, staff
will review the Academy's purpose and structure, work completed by departments, initial
successes and lessons learned, and how the Academy's principles will be carried
forward into the FY2028 budget process and ongoing departmental decision -making.
