AIRPORT COMMISSION MINUTES
Commissioner Ron Vaughn moved to approve the Airport Commission Minutes of
February 23, 2026. Commissioner RJ Blocker seconded the motion. The motion passed
unanimously.
RECOGNITION

ITEMS SET FOR PUBLIC HEARING
1. Taxiway Alpha Construction Phase 4: Commissioner Michael Phillips moved to
approve Resolution A2026-10 Preliminary Approval of Plans, Specifications, Form
of Contract and Estimated Cost; Setting Date of Public Hearing on Plans,
Specifications, Form of Contract and Estimated Cost; and Ordering the
Advertisement for Bids for Relocate Taxiway A Phase 4 Construction Project.
Commissioner Ron Vaughn seconded the motion. The motion passed
unanimously.
PUBLIC HEARING
1. TSA Terminal Lease Renewal: Commissioner Ron Vaughn moved to approve
Resolution A2026-6 Approve Lease with General Services Administration (TSA)
and Airport Director to execute. Commissioner RJ Blocker seconded the motion.
The motion passed unanimously.
2. Reconstruct GAApron — Phase 2: Commissioner Ron Vaughn moved to approve
Resolution A2026-7 Authorizing Airport Director to execute Task Order 24,
agreement for construction services with Foth pending completion of IFE, FAA
concurrence, and receipt of FAA grant, Resolution A2026-8 Authorizing Airport
Director to execute agreement with Boomerang Corp. pending FAA grant, and
Resolution A2026-9 Authorizing Airport Director to submit FAA grant application.
Commissioner RJ Blocker seconded the motion. The motion passed unanimously.

ACTION ITEMS
1. IDOT Commercial Service Vertical Infrastructure (CSVI) and Airport Improvement
Plan Program Application: Commissioner Michael Phillips moved to approve
Resolution A2026-11 Endorsing Commercial Service Vertical Infrastructure (CSVI)
and Airport Improvement Plan (AIP) FY2027 Application for the Dubuque Regional
Airport Commission. Commissioner Ron Vaughn seconded the motion. The motion
passed unanimously.
STAFF MEMBER REPORTS
Airport Director Todd Dalsing provided:

2. Budget Summary
3. Invoice Summary
4. Air Service Update: DBQ Air continues to meet and get updates from consultant.
5. General Aviation Update: Airport Director Todd Dalsing discussed the April IPAA
conference, the August MLB game and site visit, the April budget hearing, and an
update on the shuttle service.
6. Airport Projects Update: The website is updated for summer construction plans.
7. Correspondence received since the previous Airport Commission meeting
COMMISSIONER MEMBER REPORTS
1. Commissioners discussed the FAA VOR periodic review and the training provided
to all City boards and commission members.
NEXT COMMISSION MEETING
The next scheduled Commission meeting is April 28, 2026.
Commissioner Ron Vaughn moved to adjourn the meeting at 4:37 p.m. Commissioner
Michael Phillips seconded the motion.
