AIRPORT COMMISSION MINUTES
Commissioner Ron Vaughn moved to approve the Airport Commission Minutes of March
24, 2026. Commissioner Michael Phillips seconded the motion. The motion passed
unanimously.

ACTION ITEMS
1. IDOT FY2027 Air Service Development Program Application: Commissioner Ron
Vaughn moved to approve Resolution A2026-13 Endorsement of Iowa Department
of Transportation Air Service Development Application for the Dubuque Regional
Airport Commission. Commissioner RJ Blocker seconded the motion. The motion
passed unanimously.
2. Honor Flight Request — Waive Landing Fees: Commissioner Michael Phillips
moved to approve Resolution A2026-12 Authorizing Waiving of Landing Fees for
Honor Flight of Dubuque and the Tri-States Sun Country Airlines Charters.
Commissioner Ron Vaughn seconded the motion. The motion passed
unanimously.
3. TSA Federal Resources Update: No formal action on this item. Tood provided an
update via memo to Commission.
STAFF MEMBER REPORTS
Airport Director Todd Dalsing provided:
1. Statistics
2. Budget Summary
3. Invoice Summary
4. Air Service Update: No current letter of intent, possible SCASD application in
October, and continue working with DBQ Air and other airports in similar situations.
5. General Aviation Update: Airport Director Todd Dalsing discussed the April IPAA
conference and air show paperwork submitted.
6. Airport Projects Update: The website is updated for summer construction plans
along with summer events.
7. Correspondence received since the previous Airport Commission meeting
COMMISSIONER MEMBER REPORTS
1. Commissioners discussed EAA pancake breakfast set for September 13, 2026
along with a request for military assets.
NEXT COMMISSION MEETING
The next scheduled Commission meeting is May 26, 2026.
Commissioner Ron Vaughn moved to adjourn the meeting at 4:32 p.m. Commissioner
Michael Phillips seconded the motion.
