AIRPORT COMMISSION MINUTES
Commissioner Ron Vaughn moved to approve the Airport Commission Minutes of April
28, 2026. Commissioner Michael Phillips seconded the motion. The motion passed
unanimously.
RECOGNITION
None.
ITEMS SET FOR PUBLIC HEARING
1. Taxiway Alpha Construction Phase 4:
• Commissioner Bob Woodward moved to approve Resolution A2026-14,
Rescinding Resolution No. A2026-10 Preliminary Approval of Plans,
Specifications, Form of Contract and Estimated Cost; Setting Date of Public
Hearing on Plans, Specifications, Form of Contract and Estimated Cost; and
Ordering the Advertisement for Bids for Relocate Taxiway A Construction
Phase 4 Project. Commissioner Ron Vaughn seconded the motion. The
motion passed unanimously.
• Commissioner Ron Vaughn moved to approve Resolution A2026-15,
Preliminary Approval of Plans, Specifications, Form of Contract and
Estimated Cost; Setting Date of Public Hearing on Plans, Specifications,
Form of Contract and Estimated Cost; and Ordering the Advertisement for
Bids for Relocate Taxiway A Construction Phase 4 Project. Commissioner
RJ Blocker seconded the motion. The motion passed unanimously.

ACTION ITEMS
1. DBQ Hangar 83 Lease: Commissioner Ron Vaughn moved to approve Resolution
No. A2026-16, Terminating Land Lease with AY McDonald Industries, Inc.
Commissioner Bob Woodward seconded the motion. The motion passed
unanimously. Note: This resolution authorizes the Airport Director to sign the
Termination Agreement on behalf of the Airport Commission, terminating the
current land lease agreement with AY and transferring the hangar to the Airport on
June 30, 2026. A new hangar rental lease agreement (executed by the Airport
Director, not requiring Commission approval because of the term length) will be
entered into with AY effective July 1, 2026.
STAFF MEMBER REPORTS
Airport Director Todd Dalsing provided:

2. Budget Summary
3. Invoice Summary
4. Air Service Update: Mariann and Tood will attend DC Fly -In in June 2026.
5. General Aviation Update: All summer projects are on track.
6. Airport Projects Update: Taxiway Alpha and General Apron projects are on
schedule.
7. Correspondence received since the previous Airport Commission meeting
COMMISSIONER MEMBER REPORTS
1. Commissioner Bob Woodward discussed Young Eagle Flights scheduled for
Sunday, May 31 st
2. Commissioner Mariann Kurtz Weber discussed TSA equipment has been removed
from the Airport and a potential meeting with Hodge Company.
NEXT COMMISSION MEETING
The next scheduled Commission meeting is June 23, 2026.
Commissioner Bob Woodward moved to adjourn the meeting at 4:28 p.m. Commissioner
Ron Vaughn seconded the motion.
