Regular Meeting
Commissioners Present: David BARBA; Gail CHAVENELLE; Doug DONALD; Nick
HALDER (chair); Shirley DAVIS-ORWOLL
Commissioners Absent: Addison ARONSON;
Staff Present: Bonnie SPURLING (Arts & Cultural Affairs Manager)
Public Present:
1. Call to Order / Assurance of Iowa Open Meeting Compliance
HALDER called the meeting to order following staff assurance of Iowa Open
Meeting compliance at 3:30 PM.
2. Roll Call
Roll call was skipped due to no one from the public being present.
3. Review and Approve Minutes from April 28, 2026.
DONALD motions to accept minutes, CHAVENELLE seconds. No further
discussion. Vote 3 in favor (CHAVENELLE; DONALD; HALDER) 2 abstain
(BARBA; DAVIS-ORWOLL)
4. Status Reports from Staff for Review and Acceptance
SPURLING reported that eligible applications for both the Operational Support
and Capacity Building grants have been passed along to the reviewers for
scoring. Staff will have a follow up meeting with all reviewers to solidify final
scores ahead of completing the funding recommendation to present to the
Commission at the June meeting.
The Commission currently has one open position, as well as two additional
terms up in June. Commissioners are encouraged to share with their networks
about the open positions and the process for submitting an application to be
considered.
Art on the River — Plans are underway with finalizing the opening reception that
will take place on the Riverwalk Friday, August 7, from 5-7pm.
SPURLING shared The City Legal Department is currently in the process of
drafting a temporary art policy.
5. Updates from Master Plan Working Groups
Nothing new to report currently.
6. Old Business
Commissioners reviewed the 2027 goals worksheet that was pepared by
SPURLING and HALDER from previous Commission conversations. The
worksheet will be submitted by SPURLING.
7. New Business
SPURLING reported that due to budgetary constraints in the FY'27, funding for
Slide Room is no longer available. SPURLING will look into similar platforms
that other City departments use to administer Art on the River and the grant
programs for this upcoming fiscal year.
8. Events and Engagement Reporting from Commissioners
What the Constitution Means to Me — Fly by Night — June 5 -13
Dubuque and All that Jazz — June 5
