Present: Commissioners Miquel Jackson, Julie Bockenstedt, Otto Krueger, Randy Ludowitz,
Carla Heathcote
Also present: Fire Chief Amy Scheller, Battalion Chief David Grass, Chief Human Resources
Officer Shelley Stickfort, Kyle Knutson (Firefighter), Cory Foht (Firefighter)
Commissioner Heathcote called the meeting to order at 4:21 p.m.
1. Approval of minutes from the April 14, 2026 meeting. Motion by Krueger to approve the
minutes as submitted. Seconded by Jackson. Motion carried 5-0.
2. Fire Chief Scheller provided updates regarding the recent accreditation visit, ongoing fire
department promotional activities, and the current number of academy candidates. Permit
Clerk McCarron spoke on behalf of Police Captain Scott Baxter, who offered a report detailing
the number of police officers graduating from the academy, those currently attending, and
those scheduled to begin in the Fall. Additionally, it was noted that the announcement of the
new Police Chief would be made soon.
3. Commission Worksheet for City Council Goal Setting — Final Draft Discussion. Motion by
Heathcote to submit the worksheet as written. Seconded by Ludowitz. Motion carried 5-0.
4. Adjournment. Motion by Jackson to adjourn at 4:36 p.m. Seconded by Bockenstedt. Motion
carried 5-0.
